A returnee who's from Africa discovers he has the ability to help children with deformities. The press does a story on him and when a old woman from the same country sees him, she remembers him as the one who was behind a lot of atrocities. .So there's a request to send him back and Tom supports it while Diana thinks he can help so many. Eventually they learn his ability is also killing him so if he continues to use it, it will kill him and if he doesn't there's no reason to let him stay. Richard has a reunion with the men he served with. While with them they bring up the incident before he vanished and the one who led it is not around so he goes to see him.

At college, a girl is very interested in Kyle.

A mysterious illness that robs the 4400 of their abilities while also making them deathly ill begins to manifest. As the illness begins to spread, the government orders NTAC, temporarily being headed up by Dennis Ryland once again, to round up all 4400 and place them back in quarantine. As the situation quickly escalates to a possible confrontation, Tom and Diana race to find a cure. Meanwhile, plagued by a guilty conscience, Kyle makes contact with the family of Jordan Collier's alleged killer.
