Vic and Albert clash over the best course of action and the boys split into two groups as Charlie, Hate 'Em All Harry (Tamar Hassan) and Billy (Lucien Laviscount) come down on different sides of the argument. Lily assumes a mentor role to Lotti as they work on a plan to escape Blanco's hideout. Albert, Charlie and Hate 'Em take on the job for Blanco, bringing their individual talents to bear as they intercept an illegal arms deal. Billy and Vic discover that Blanco intends to double-cross the entire gang.

Lily and Lotti make a run for it with Blanco's men in hot pursuit. They seek help at a public gathering with Mayor Ortega (Tristan Ulloa), who graciously offers them refuge at his private residence. The Hill crew reunites under the Mayor's roof, where they learn that San Toledo's corruption doesn't end with Carlito Blanco.
