The imperial family prepares a grand ninth birthday party for crown prince Rudolph, who mostly looks forward to a long family holiday to Corfu. A revolution in Paris topples Napoléon III's empire, chamber maid Walli steals jewelry and arrives in Vienna, posing as a countess. She's taken in by pickpocket Gustav, who mugs back the broach the physician extracted from him for medicine for the ingrate, who promises to pretend he's her fiance when she attend the imperial gala ball to steal. Fearing the republican fever may affect Austrian poor, Franz orders Grün to suppress the laborers riot against scrooge labor conditions at the Prater world exhibition construction, but release the arrested men, and go undercover as Prater mason to spy on ringleader Albert. Expecting Rudolph's reign may be violent, he cancels the Corfu trip and sends him to military academy even earlier, waving Sisi's protest to expose the sensitive knave to the cruel cadet instructor.

Grün resumes his undercover to lead the police to arrest them, but warns rowing unpopularity undermines the popular will to g-fight another looming war. Desperate now the czar has broken his French alliance, needing to prevent a coalition to carve up Austria-Hungary, Franz turns to his discredited mother for diplomatic help. She initially wines to have retired and devoted to his senile father, being done with 'sacrificing for your throne', but soon turns up with a contact. She does so at the annual court ball, which Franz refused to cancel in Sisi and Rudolf's absence, even planning to open it with the fake countess Walli, who had managed to prepare herself and Albert's brother Gustav to pose as aristocrats so as to steal from the real ones, which he proves masterly at, having learned courtly manners fast despite coming from sewer-rat stock. Meanwhile photographer Alma asked Sisi and Rudolf to pose as Bavarians on the private island near Marseille as her father, a painter and leg-marked war veteran, hates the Austrians. He sees through it but is convinced Sisi may raise Rudolf in a more humane spirit, hence welcomes them and promises to teach the knave, who is worried having deserted his father, fishing, while the women dive.
