Sherwood district of Nottingham city (northern England) was torn apart in the Thatcher days over the miners union action. Labour still is in political control there, but Tories feel a new wind in their favor. Retired Gary Jackson still treats all non-miner-supporters as traitor scum, even publicly. The targets include Andy Fisher, whose son Neel is getting married. Gary never returns home from walking the dog, left in the street with a fatal arrow. Neighbor Fred Rowley's son Scott regularly leaves home 'hunting' in Sherwood forest, is an archer and up to report for a jail term. The murder case is entrusted to DCS Ian St Clair, who just preached at his celebration as Nottingham police officer of the year that the waning trust of the public must be won back. He knows the area and several people, having been raised there himself. .

DCS Ian St Clair politely makes minimal uses of the services of London's Scotland Yard black sheep Kevin Salisbury, who offers his 'token help' with the mysteriously classified old case against the late Gary when Salisbury still was a local cop, but the latter keeps quiet about his own roots here. Neel's clumsy father Andy Fisher reports having been shot at while driving his train, with a similar crossbow, motive and target unsure. Father Mickey and eldest son Ronan Sparrow are arrested for questioning, as they run the local archery range and have long records, kid son Rory is ignored. Fred Rowley is indignant that his son Scott, who hides in the forest rather then reporting for prison, is a suspect now, his conviction being merely for not reporting a boon disqualifying him for a grant. Reporting a bolt in his window, Gary's lawyer Vinay Chakarabarti explains he's still researching Thatcherite undercover agents from the miner strikes period, one of which remained in Sherwood.

As Ian and Kevin are called to the scene of a second murder, news breaks of a former spy in the community at Gary's memorial service. Meanwhile, Scott remains at large.

Seemingly random people are targeted by the invisible archer at the golf links. Ian is ordered to call for massive help from Scotland Yard, hence requires Kevin to represent them at efforts to assure the public this 'invasion' from armed Londoners isn't like the miners strike days. Meanwhile the search for the Thatcherite spy goes badly for lack of cooperation. The Sparrows yet feel badly targeted; the father turning on the eldest son and his computer friendship with Scott. The junior's secret love with the Jackson family daughter gets the (grand)mothers' blessing. Scott retires into the forest and tracks down Neel's father Andy Fisher, who ran in panic after knocking down his daughter in law. He is ready to return and face the music, but the return of two backpackers whose food he stole makes Scott react.

Scott takes fellow refugee Andy under his wing, saying he expects to get caught but actually way ahead of the man hunters and posting a teasing challenge to 'see what I see'. Based on cues from the retired Scotland Yard supervisor of the undercover agents, detectives Kevin and Ian both suspect Ian's wife of being spy Keats, which she denies. It rekindles Kevin and Ian's antagonism since the Thatcher miners strike days, when Ian wrecked fellow constable Kevin's career, blaming him for the accidental death of his brother and patrol mate Martin St Clair, in a fire at the garage where father Ron St Clair's band of strikers broke in for mere minor supply robbery.

Seeking to hide in the Sparrows' shed, Scott is finally cornered and arrested, making confusing confessions. Ian gets the spy Keats's number from Kevin. Daphne Sparrow betrays herself by donating to a school event using the word Keats. Everybody is forced to face their past and absurd grudges.
