When former detective Tom Brook hears that Julie Delaney has been abducted and her partner John Channing left bound and gagged he is convinced that it is the work of the Crow, responsible for kidnapping three women, including Simon Duke's wife some years earlier. None of the women were found and Tom is sure that, although a suspect was charged and jailed, the Crow is still at large. Believing the real targets were the victims' spouses Tom turns his ailing yachting school into a safe house with girl-friend Sam and, with the reluctant assent of investigating officer Jane Durr, takes John and his daughter Dani to the house whilst Simon's son Liam returns to his father's home.

Having received a demand for money John makes an excuse to collect papers from his house but Tom goes instead, suggesting to Jane Burr that Luke Griffin, the man imprisoned as the Crow, had a partner in crime, still at large so Jane visits Griffin in prison but he is no help. ACC Elizabeth Ellroy asks Tom to back off, given that the exposure of a new killer would discredit her arrest of Griffin and jeopardize her promotion. Tom is suspicious of John, having seen him pass money to a supposed business associate and learning that Dani hated him to the extent of putting Julie's profile on a dating web-site. Meanwhile Julie makes an unsuccessful escape bid.

Jane tears angrily into John after his friend Mac Bride, whom he sent to rescue Julie, is found dead with no trace of Julie herself. After Jane has left Tom tells Sam how he arrested Griffin, believing him to the Crow's accomplice who knew about the whereabouts of Simon's wife Emma, which he refused to divulge. He also discovered that, other than Simon, the abducted women's husbands killed themselves in properties let by estate agent Roger Lane and tells Jane, who arrests him but releases him through lack of evidence. Julie is found alive whilst a meeting between Liam and John leads to Tom finding another casualty.

As John becomes the next husband of an abductee to be found dead Tom is convinced he was killed by Lane and moves Simon and Liam into the safe house, whilst having to admit to Sam the true reason for his leaving the police force. Jane rearrests Lane, given his connection to the victims whilst at the safe house Liam's increasingly bizarre actions give cause for concern. But it is Jane's interrogation of Lane that reveals the actual killer, leading Tom to come face to face with the Crow at last.
