The series follows Southern California's elite rescue task force, SAF3 (pronouced "safe") , consists of the cream-of-the-crop from the sea, air, and fire divisions of the Malibu Fire Department. They are the heroes who answer the most challenging calls; specialists who collaborate, coordinate, and initiate daring rescues in the most dangerous venues to save human life, always aware of the harsh reality that one of them may not return.

)After disaster traumas, Hal Dunnigan has founded a hand-picked, Malibu-based multi-disciplinary rescue unit. It's designed to cope with fire and other calamities on land, at sea and from the air. During a fire on Catalina island, several members of a girl scout troop and accompanying 'adults' managed to get lost and panic hysterically. Dunnigan's team goes in and finds most of the girls. Refusing to leave one behind, Dunnigan deliberately misses the helicopter extraction window and gets trapped by a crushing tree on fire. His deputy Erickson, also a SEALs veteran, can only save the girl and lead a memorial diving ceremony for his late friend.
