Tactical Response witness the assassination of the state's Police Minister. This unprecedented event prompts the creation of Taskforce Cicero - with Kerry as its leader. Pushed into a new political realm, Kerry is instructed to appoint a new leader to TR, Senior Sergeant Charlie Lewis. Lawson is unhappy at being sidelined and the entire team is shocked when Charlie fires Michael. It's a new world order, underscored by the assassin's ominous warning to Lawson that a shit-storm is coming.

Shannon is raped by an unidentified old friend but she refuses to talk to anyone, including Lawson, about it. When asked to transport Lexi, the girlfriend of Joe Hadden, to collect his owed money for the assignation of the Police Minister she buckles and advises Lexi to leave which causes conflict between her, Lawson, Kerry and Charlie. Meanwhile, Leon's niece Amber interviews for the job of his assistant and is hired by Kerry.

Shannon is ordered by Kerry to see a police counselor who manages to get Shannon to talk privately about her ordeal. Shannon is allowed back to work and insists in accompanying Lexi to get Joe's fee now that Joe has been killed in prison. Tactical Response are successful in capturing two of the men but later Lexi refuses police protection and goes to collect money on her own and is shot in the neck.

Conflicting agendas in the team bring simmering tensions to the boil with best mates Lawson and Josh up against new boss Charlie and their superior Kerry. Lawson and Josh stir up trouble in a local restaurant with a provocative assault on some Marauder bikies only to have it come back to bite them when the same bikies become persons of interest in an ongoing case. There's a lot of alpha-male head butting going on at Tactical Response as Lawson and Charlie's lack of communication threatens to ruin their respective investigations unless they can find a way of bringing down the culprits. Meanwhile, Stella helps save a journalist whose investigative reporting has put her life in danger. When she's asked to keep an eye on her for security reasons Stella finds herself a new fling.

Stella becomes involved with investigative journalist Cleo Temple who has uncovered a link between Col Rainey and the waterfront controversy. Kerry is threatened but ignores the thread until her son James is assaulted. Kerry orders the take-down of Col Rainey at his restaurant against Charlie's wishes but has to abort mission when Michael turns up undercover at the same venue. Later, a bloodied Michael turns up at Josh's door.

Michael has been a busy man since being fired from Tactical Response. Thanks to the squad's head honcho Kerry he's now undercover, and his job is to bring down the Raineys, a family team of cocaine importers. He sets up a buy-bust meeting in order to bring the Raineys down and coaxes Josh into becoming his wingman. The trade-off location changes at the last minute and whilst TR catches some of those responsible. Col Rainey has taken Michael and gone underground. Has his desire to prove himself to everyone put his life in serious danger? Meanwhile, Shannon finds herself face-to-face with her attacker.

Tactical Response goes into overdrive as they desperately try and to locate Michael after his undercover buy-bust goes horribly wrong. Josh starts to crumble under the guilt of letting Michael get away while Stella is furious, realising her best friend, and once lover, may not come back alive. It's a race against time as Kerry fights political red tape and the remaining members of Tactical Response do anything they can to get one of their team back safely.

Senior Constable Michael Sandrelli remains in intensive care whilst Tactical Response are left to pick up the pieces and endeavour to find those responsible. Stella goes on a drinking binge trying to mask her grief. Josh struggles even more with his guilt, punishing himself for not saving Michael in time, and Shannon lets her emotional guard down, even suggesting to Lawson that they get married.

A tragedy within the ranks of Tactical Response brings Shannon and Lawson closer together. Stella can barely build up strength to face the day, and Christian appreciates a comforting presence from Amber. Josh, feeling responsible and immense guilt from what has happened, goes underground, deliberately avoiding contact from anyone at TR. Those left are forced to concentrate on the job at hand - bringing down drug and weapon importers, the Rainey family. After sparing their lives, Doug Rainey tips Lawson off to a bomb-making site where TR find even more bad news, Josh's burnt out car.

Josh's car turns up burnt out with a dead body in the back. Is it Josh? Lawson goes to Tashes house to tell her the news, she cries he comforts her and Tash kisses Lawson. Lawson spends the night, did they do the unthinkable? Lawson world is crumbling at first he doesn't respond to his team then when he does and meet up with them Shannon figures out something happened between Lawson and Tash, Lawson doesn't deny anything. The team are searching for one of the Russian's that has been trafficking drugs, weapons, mostly likely has a bomb somewhere and that are the cause of Michaels death. The Russian almost gets away with going to the Russian embassy but all fails while Lawson and Charlie are there waiting for him. Reports come back about the body in the back of Josh's car, it's not Josh!

Ridden by the guilt of letting a fellow Tactical Response member die on his watch, Josh has gone underground, working to his own agenda and leaving the task force to pick up the pieces. The task-force play a cat-and-mouse game with Josh, who is in cahoots with a mystery female, across Melbourne to discover that Josh is pursuing the men who killed Michael. As Josh's renegade behaviour goes further off the rails, Lawson clashes with Stella and Charlie on how to fairly handle the situation.

Tactical Response find themselves up against a carefully planned manoeuvre when Lawson and others are taken hostage by the Cuckoo as part of an escape attempt from a military courtroom. As part of the team negotiates for Lawson's freedom, Josh and Stella follow their own investigation: searching for a bomb.

As the bomb squad work to defuse a bomb, the team are tasked to fly to Fiji to extradite a South Korean National back to Australia. The leader of the Shining Cloud doomsday cult, this fugitive is the only man who knows how to defuse the bomb. Also, Josh gets his deserved revenge on Lawson for sleeping with Tash and Shannon also responds to Lawson's marriage proposal - sort of.
