Undisciplined Scottish aristocratic lieutenant (Archibald) David Sterling can't stand the bumbling by the book of his superiors keeps messing up any attempt to fight back at Rommel's advance in North Africa threatening Suez, but is brilliantly able to scare off two Aussie blokes with a horror story about his kind of beastly super soldiers. His friend, lieutenant Jock Lewes , finds his unit desperately cornered under fire at Tobrook by the same failure and agrees to meet David in a Cairo club to work out a radical solution, supported by a brass friend, brigadier Dudley Clark, who allows the formation of a special forces unit. They invite a third training buddy, Robert 'Paddy' Blair Mayne, who was arrested for a brawl but gets out by beating up a handful of MPs singlehandedly, but prefers to transfer himself and his sergeant buddy to the future Japanese front in Burma. The plan is to surprise Rommel unprecedented parachuting in the Sahara, but nobody managed to land in the deserts and, and David's ill-prepared maiden jump leaves him crippled.

Lieutenant David Stirling needs all his deceptive wit and his father's Scottish aristocratic old boys connections to sneak into Cairo HQ past the guards and present with stolen champagne his plan for an airborne commando regiment to generals Ritchie and Auchinleck. It's only accepted because secret service CO Dudley Wrangel Clarke snatches is as a cheap way to add physical evidence to his plan to fool Berlin, via such channels as French spy Eve Mansour, into believing there's a whole new division, rater then just stage some French-Algerian expats like her. Stirling recruits -often from MP stockade and other perils- incorrigible but brave rogues to his liking, such as Aussie Jock Lewes and Paddy Mayne. After self-invented rudimentary training, using a totally blank 'manual' for jumping and so on, they head for Tobruk again.

As Rommel is about to overrun Tobruk, Stirling ignores ill preparation and a disastrous weather forecast, so no surprise only 22 of his 55 initial SAS men survive the parachute dropping and during and flood after the storm. For lack of a proper procedure for a nocturnal meeting, distinguishing from the enemy, boisterous singing and stripping starkers has to do. These probably had got lost without crafty jeep leader Mike Sadler, who first leads them to a ruin fit as camp, then helps them steal equipment from an Anzac regiment and finally brings them to three Italo-German airfields. Jack has a field days as his self-designed Lewes-bombs are fixed and Paddy, near-suicidal after his mate's fatal parachute crash, leads a machine-gun-attack on enemy pilots and crew. It's a resounding success, which delights colonel Dudley Wrangel Clarke and impresses both Cairo HQ and French spy Eve Mansour.

The SAS continue their operations against Axis forces along the Sirte route. During an operation, Lewes (Alfie Allen) is fatally gunned down by a German Bf 109 fighter plane, leaving the unit without a training officer. Flashbacks depict Lewes' relationship with his fiancee Mirren Barford. Following Lewes' death, Stirling promotes several SAS personnel including Sergeant Mike Sadler (Tom Glynn-Carney). The SAS also adopts the motto "Who Dares Wins." The regiment is awarded a five-day leave and all go to Cairo save Paddy Mayne who goes on a desert walkabout, sleeping under the stars. Stirling pursues a romantic relationship with Mansour. Mansour and Clarke later arrange a meeting between Stirling and Free French Captain Georges Bergé (Virgile Bramly), who proposes that the SAS incorporate a squadron of French paratroopers. Stirling tasks Mayne with training the French paratroopers in the ways of the SAS, making Mayne angry.

Paddy Mayne trains the Free French and French Foreign Legion soldiers in desert combat. The French unit also includes Jews, Germans, and African colonial soldiers. His unorthodox training methods, including dividing the troops along ethnic lines during a tower-building exercise, causes friction with the French soldiers particularly Lieutenant Augustin Jordan (César Domboy). The relationship deteriorates after Mayne assaults several of the French trainees in a drunken brawl. Meanwhile, Prime Minister Winston Churchill's son Randolph (Ian Davies) accompanies Stirling and some SAS operatives on an undercover mission to the Italian-occupied port of Benghazi. They plant explosives in the harbor and escape. An impressed Randolph promises to lobby his father for more equipment and funding to the SAS. Returning to base, Stirling convinces Mayne to make peace with Eoin's passing and repair relations with the French soldiers. As a conciliatory gesture, the two men serve the Free French soldiers a roasted gazelle.

In Cairo recovering from sand sores, Stirling meets with Winston Churchill (Jason Watkins) and obtains his overwhelming support. Churchill widens the SAS area of operations to the entire southern Mediterranean, including Crete, in order to ensure that two convoys to reinforce Malta are successful now that Tobruk has fallen. Stirling plans attacks at multiple airbases on the Mediterranean coast, as well as Heraklion in Crete. The attacks are successful, although Mayne's group must scrub their attack when their target is warned by early detonations from the French paratroopers' attack on a nearby base, and one French attack is a complete failure when it is betrayed by one of the German Free French troopers. During that failed operation, one of the French Jewish soldiers detonates an explosive that kills or wounds numerous enemy personnel. Bergé is captured by German forces in Crete. Stirling returns to Cairo to celebrate the success, but is dismayed to learn that Mansour has apparently been lost in an air crash while returning from Alexandria. After the United States enters the war, Stirling is captured while investigating a possible route which will allow the British and American forces to link up. With Stirling's capture, Mayne is promoted to major and placed in charge of the SAS.
