Armed, the burglar forces Laura's father to cut the phone lines, then ties him up and ransacks the house. But the father manages to break free and wrestles with the burglar, while Laura calls "911". It is this emotional phone conversation between Laura and Arlington police dispatcher Valerie Nelson that inspired executive producer Arnold Shapiro to create the series, "Rescue 911."

Lead Segment/Icy River Rescue: Mary Ellen Garza was about to leave to pick up her sons from school on that frigid December day in Moorhead, Minnesota, when the door bell rang. A friend of her 11-year-old son, Alvaro, was hysterical. Mary's son had just fallen through the ice on the Red River, about 75 ft. from shore. Original news footage was used showing the dramatic rescue, with firefighters using 12-foot pike poles to pull the boy from the 32-degree water. Submerged for 45 minutes, Alvaro had only a one percent chance for survival. But through the heroic efforts of paramedics, doctors, and nurses, Alvaro fully recovered. This episode was, technically, the second pilot. Both pilots aired during the spring of 1989. This episode also included segments about a Maryland state police officer who drove into the path of a suicidal woman speeding head-on into highway traffic, a Virginia girl who was stabbed and left for dead after being kidnapped while fishing, an arsonist in Texas who called 911 to taunt police after setting a house fire, and a documentary featuring Houston paramedics responding to calls involving cardiac arrests.
