Michael Raines uses his imagination to "discuss" the case of a murdered young woman with the victim. She was found shot in the back in a parking lot surrounded by cash. Once he is identified, the dead man turns out to be in the US illegally, with his wife and young son. He was searching for a successful Latino politician opposed to illegal immigration, and it seems to Raines that the dead man was a hit man who may have got what he deserved. Meanwhile Raines is forced to meet with a counselor when his co-workers worry about his habit of talking to himself.

As he delves into her history he interviews fellow street people, a former homeless man whom the victim helped, a woman who runs a local shelter and even a bank manager where a large account existed in the name of the dead woman. Judge Webb returns home from a golfing trip and finds Mrs. Webb dead, shot with their own shotgun. There is a forced entry from the kitchen window, so the first theory is that the killer is a burglar. Then the numbers 14/88 are found carved on the flesh of Mrs. Webb: the first 14 words of the Aryan credo and the 8th letter of the alphabet, H, twice... Since Mr. Webb has sent the leader of an Aryan Brotherhood into life in prison, the second theory is that this is either a payback or a signal to the "troops" to prepare for a race war... But is there a third theory?
