The collaborative government's concession to admit Russian lay judges allows sentencing the Norwegian Coast Guard soldiers to excessive prison terms as an absurd example. That makes them martyrs to the public and fueling the nationalist rebel opposition, whom PM Anita Rygh offers an amnesty in a reconciliation deal. Even the latter is shocked when the rogue officer's solo group kidnap the security chief Hans Martin Djupvik 's daughter, demanding a 'prisoner exchange'. He's set-up, gets wind, murders the kid and is caught. The tormented father is invited to perform 'private questioning', finds him unrepentant, even grossly insolent, and ends up shooting him in the head. Meanwhile more Norwgeians feel obliged to sell out to the harsh economic reality of Russian demands.

Jesper Berg was assumed killed, but surfaced from Poland to Paris, where his ex Astrid's new lover, attorney Jérôme Cohen, accepts for her sake to defend him against arrest and extradition by France. Jesper rejects the PM's offer to return with amnesty, even if that means appealing to the European Court for Human Rights, a huge PR forum. Hans Martin Djupvik and the PM are getting desperate, considering dirty tricks, while new Russians investigate the murders on heir compatriots.

Djupvik openly questions the loyalty of his secret service deputy, who protests he got the murder charge out of the way, so it's back to matters of state. Nordic politicians test the ground to cooperate to have the Russians leave Norway by undoing EU support, the Russians counter. In Paris, Jesper Berg hoped to blackmail French EU commissioner Pierre Anselme by threatening to expose his personal interest in Russian-Norwegian oil, but the politician resigns and comprised Berg's own wife Astrid by investing in her green energy project, her present partner throws the ingrate scheme out.

It seems that there may be a majority in the EU in favor of a resolution to force Russia out of Norway, but for the EU to vote for the resolution, the Government of Norway must support it.
