Their first source of information gone, agent Hazard sends O'Hara and Special Agent Miles undercover as cargo handlers. Spotting another handler switching an offloaded briefcase from an international arrivals to a domestic arrivals baggage cart, O'Hara intercepts it. Inside are diamonds. Using his cover as an ex-con, O'Hara begins playing a dangerous game to get to the top of the criminal ring by demanding to meet with the head of the hijackers before turning over the diamonds.
