With Gibbs suspended, the team has fallen out of favor with Vance. When a dead marine is found, a different team consisting of agents a Tyler and Dawson are assigned the case. Dawson can't help but be snide with them. Vance assigns Gibb's team to oversee that Covid protocols are adhered to at the home of the Secretary of Defense (SecDef) for a function where he will be meeting with a foreign minister. They discover that the dead marine was at SecDef's house, which they to reveal to the investigating team but Dawson doesn't entertain their theory. So, they check it out on their own and discover the marine was planning to kill the SecDef. Gibbs is approached by a reporter who wants his account of the incident that led to his suspension and he refuses but the reporter is determined and somehow wins him over.

A Marine is found stabbed to death before a real estate open house. DNA found at the crime scene is identified as belonging to one of Torres' male relatives. They locate the man and discover its Nick's father, who disappeared 33 years ago. When questioned, Dad gives vague answers which makes Nick think he's guilty, and they check his room, finding guns, cash and a photo of another marine. This seals it for Nick, who confronts his father and is informed he's working for the CIA, to find the marine in the photo, part of an op gone wrong. They are told Nick's father is needed but Nick still harbors ill will toward him.
