Brackenreid is blamed by city port officials for the police's failure to suppress dockworkers actions which aren't illegal. Hence the inspector snaps unusually bitterly at everyone, including Crabtree, even before he arrests Robert Parker, who appeared to harass a man but actually attempted a citizen's arrest. It's the confusing start of an investigation for the murder of an unpopular dockworker from Pittsburgh, which all but one colleagues are reluctant to talk about. Gullible Higgins considers resigning after being hired to stir trouble on the docks, but is ordered to stay as undercover. It turns out everybody lies: the port hired Pinkerton agents to stage a violent crime so they can suppress the labor action, as occurred before in Pennsylvania, where the victim was Parker's brother, chief agent Lionel Armstrong supervised both contracts. Meanwhile Julia is indignant when patient Samuel Fitzgerald and his wife Lucia refuse her as surgeon, then stunned when Violet offers as 'friendly gesture' to cover up that Dr. Dixon's honest mistake during the surgery turned out fatal, but Samuel never had decent prospects.

Julia refuses to let the victim suffer without hope and administers a fatal dose of morphine, which Violet records, yet Brackenreid gets her to leave it out of the official file, but she secretly keeps the original.
