Much to Neil's delight as a high profile measure to improve life in the city, he has just opened the Innovation Center - "I" - staffed by a group of millennials who Mikaela and Tommy in particular see as a welcome addition in being a like minded part of their generation. Despite being a progressive, Arpi, on the other hand, sees it all as a waste of taxpayer money. Things take a turn when James, lead of the I-Team, tells them that innovation starts from within, and as such I-Team members will be shadowing Neil, Arpi, Mikaela, Tommy and Jayden among other senior staff to see how they can innovate at City Hall itself. Mikaela in particular can see through the jargon to understand the true purpose for the shadowing, she, as Neil's Chief of Staff, who does whatever she needs to to protect the office as she knows it. In believing it solely an imposition on her work life, Arpi makes it her mission to evade her shadow. And Neil's shadow will be following him and Orly to the DMV as she long ago made an appointment to take her learner's written test, which requires the presence of a guardian. In Orly's over-analysis of the situation, Arpi will demonstrate why she doesn't need anyone to tell her how to innovate.

Mikaela has been named one of the thirty under thirty women of Los Angeles by a rose wine company, her being named such for her efforts, on behalf of the city, in flattening the curve on the numbers of homeless in the city. Her beaming in the spotlight of winning an award is dampened when she discovers that the numbers have been cooked and that homelessness in Los Angeles is as bad if not worse than it's ever been. This issue brings her back into the fold of the goings-on at City Hall where the rest of the long time staff are feeling the cold shoulder in Neil seemingly having a new favored child in the I-Team. In learning how that long time staff is feeling, Neil decides to show some favor in their direction. When that effort bombs, Neil turns to his real child, Orly, for advice, he following her suggestion which may make for an emotionally painful day for him as proverbial dad to a organization full of children who want their voices heard.

A heat wave going through Los Angeles, which has led to rolling blackouts to conserve energy, exacerbates issues certain people at City Hall are facing. In the aftermath of a civic event, Arpi inadvertently exposes her very un-Arpi-like coping mechanism to Tommy. In an off the cuff comment in return meant more to make her enjoy it more, Tommy actually does the opposite in ruining the experience for Arpi, in turn leading to her losing her mojo. In no longer having that item to cope, Arpi turns to others at City Hall to help her get her mojo back. And Neil has turned to a dating app to meet and date women his own age. In Mikaela pointing out that the "women" he is meeting online are all bots out to scam him, he decides to do his civic duty to meet with the woman whose image has been stolen as the face of those scams, she a commercial actress named Angelica Masters, to lead a public service campaign to inform the public of these scams. In "meeting" Angelica, Neil believes he's truly made a human connection with a woman his own age. In the process, Neil will learn the further pitfalls of cyber-dating.

Senior staff discovers that Neil has an identity problem: nobody knows who he is. James believes that using nudge theory in some form to effect social change without people actually realizing that they are being influenced will work in this matter. The pilot that James proposes specifically for the area around City Hall before it goes city-wide is something that Neil doesn't really like, but thinks there is no other option. While the pilot does show some increased recognition of Neil, Arpi points out to him that James was using nudge theory to make him agree to the pilot, two who can play that game in Neil wanting to kibosh the pilot. Meanwhile, Mikaela and Tommy learn that Jayden is no longer living with his mother, and has for the last month been sleeping at City Hall. While it points out the larger problem of the homeless working segment of the population, Mikaela and Tommy are determined to help him find an apartment within his very narrow parameters. Miraculously within that confine, Jayden is able to find an apartment, with one small problem in which Jayden would have to behave inherently unJaydenlike for the landlord, Leaf, to rent the apartment to him, something that may be impossible for him to accomplish.

As he was the one who suggested the idea, Jayden has been assigned the chauffeur to pick up the six mayors of Los Angeles sister cities from the airport to transport them back to the formal event, where Neil believes he will finally be able to shine in being in his element of negotiating with his peers. Tommy believes he's averted a potential problem of a nearby movie shoot disrupting the mayors' meeting, he averting that "unnamed" crisis which leads to a formal pat on the back by Neil. Buoyed by the confidence in him by the boss, Tommy doesn't want to tell Neil that he didn't avert the crisis, he wanting only to divulge the problem to Neil on a need be basis as he hopes to have found a solution before Neil finds out, all the while the solution of Jayden getting the mayors to the event hits a literal roadblock in he being stuck in traffic with the mayors. Meanwhile, Mikaela has a feeling that James, the I-Team lead, likes her in an "out of office" way. With the feeling mutual if he indeed does, Mikaela receives counseling from an unexpected source in Arpi who wants to foster that romance but only in a human resources appropriate manner in it being an internal office personal relationship.

Without telling her father about the application in wanting the accomplishment without his help, Orly has just been chosen to be in the Mayor's Youth Leadership Program. In starting the program, Orly learns that her father was indeed instrumental in getting her into it without her knowledge. In Orly's stay at City Hall which includes being under Tommy's wing, he who was instructed by Neil to keep her busy doing easy tasks usually assigned to the unskilled, Orly and Neil need to come to an understanding about their relationship, which Neil has never told her is colored by Orly's deceased mother, B-actress Natalie Bremer. Orly's only memory of her mother is the "perfection" displayed in the video she left for Orly before her passing, Neil who has to decide how much of that perfection he has to dispel. With the remaining three students in the youth program, Arpi believes she can use them as pawns to achieve many of her initiatives. In the process, the three youth will show Arpi something in return. And many of the staff believe Mikaela is hiding out in her office following being rejected by James. Mikaela not only wants to show that she is not hiding out, she just being her workaholic self, but that she has a social life by arranging a night out on the town with friends, on a weeknight no less.

Jayden, at the last minute, is able to spring on his colleagues that he is hosting a western themed murder mystery party, something no one - almost - wants to attend. Those who willingly accept, are unable to wheedle out of attending, or have ulterior motives in wanting to attend are Neil, who is bringing Adriana, the woman he has just started dating, Arpi, Mikaela, Tommy, and James. Some of what happens at the party is colored by the events at work that day: in Neil getting flack for the poor cost-benefit of the I-Team, James is able to report that his team discovered some financial savings at the City which more than covers their cost, not in the realm of a few million, but rather $90 million. In they mixing with others, Neil and Adriana's relationship is exposed for what it truly is. While Arpi tries to convince Neil how to spend the city's financial windfall, she gets wind that he already has it earmarked for "something", that something which she tries to discover. And Mikaela is still hoping to understand what happened between her and James in his decline in her asking him out, she unsure if the sexual innuendo between them at the party is truly a potential romantic connection or if it is just part of their murder mystery characterizations.

Neil is excited as today is when he will make the official announcement of his pet project, the space elevator. His day is upended when the car he and Jayden are in is rear ended by social media influencer Titi B., who was filming a YouTube video while behind the wheel when the accident happened. In her want to apologize in a very public manner, Mikaela and Tommy, of her generation, see it as an opportunity for publicity for the space elevator. However, Neil, in his subsequent interactions with Titi B., will find out all about the life of a social media influencer, the good, the bad and the very ugly, especially in their expectations and their power in basically doing nothing meaningful. Meanwhile, Arpi wants to use the latest local ecological disaster, an oil spill off the coast, to push her agenda in doing the media circuit in her role as Deputy Mayor. In the process, she will learn a valuable lesson from of all people Jayden about why she was unable to garner the necessary number of signatures to get on the mayoral ballot when Neil won.

In what in some respects is a made up feud but in other respects real one between Neil and social media influencer Titi B., the latter initiates a mayoral recall campaign against the former. While his staff takes it seriously and works to quash it, Neil doesn't take the campaign seriously in believing that the old fashioned rules for the recall won't work with Titi B.'s followers who wouldn't know what to do. As the campaign picks up speed, Neil believes there is only one way to quash the initiative. What Neil does not know is that Arpi is the one person at City Hall who is hoping the initiative goes through in she wanting to run for mayor herself. While she got Jayden's previous commitment to be her campaign manager, he may have second thoughts if it comes to reality of him going against Neil. Meanwhile, Mikaela and James are on the verge of beginning an office romance now that he has cleared the air with her about his feelings and why he didn't act earlier. Fantasy and reality may be totally different things for the two of them.
Episode 10

As Neil suspected would happen, Titi B. has dropped out of the race for mayor in her short attention span in moving on to the next higher profile item in her life. That leaves only four candidates going into the debate, he and Arpi the only true credible ones. Both now see the debate as something substantive to be able to discuss the issues - something that would not have been possible with Titi B. in the picture - however their respective campaign managers of Tommy and Jayden see it in a totally different light. Jayden knows that Arpi has to portray herself differently, in other words in a way not inherent to Arpi's personality, to attract the voters. In what Neil considers Arpi's approach as using fire, Neil decides on his own brands of fire, with only one, which he may not consider, the only means to douse Arpi's flame. Meanwhile, James makes a carefully thought out grand gesture meant to impress Mikaela, it which has the opposite effect, such planned grand gestures which have always resulted in disaster for her. For their relationship to get back on track, Mikaela figures the only thing that may work is a spontaneous grand gesture, something she obviously can't mention to James beforehand.
