It's 1947 and former Marine Joe Teague - now a policeman with the notoriously corrupt Los Angeles Police Department gets an interesting offer. Nightclub comedian Hecky Nash is blackmailing someone high up in the mob - he won't give Joe a name - and he offers him $1000 to act as his bodyguard while he collects the money and hands over the incriminating information. Teague tells his superiors and the ambitious Captain William Parker sees an opportunity to nab a big-time mobster which will do all of their careers some good. Joe accompanies Hecky to the exchange but Joe has something else in mind and nothing is as straightforward as it appears.

Ned Stax reports back to Bugsy Siegel and Mickey Cohen on what has transpired with Hecky Green and Joe Teague. Siegel has trouble believing that Teague eliminated Green as a favor and insists that Stax get him to accept the money. Joe's police colleagues accept his version of events and they bring in Green's girlfriend, Jasmine Fontaine, for questioning. She denies knowing anything about his blackmail scheme and Joe is assigned to keep an eye on her. Captain Parker is certain that the way for them to break this is to find out what information Green had on the mobster.

Captain William Parker's mob squad is first on the scene after two mobsters are gunned down in a restaurant. It turns out that the two were going to testify against their mob bosses and the Chief of Police tells Parker to back off. Never one to obey orders, Parker orders his men to round up up anyone with links to the mob and bring them in for questioning. When one them mentions photos, the penny drops - Hecky Green was blackmailing Bugsy Siegel because he had photos showing Siegel killing an underling. Joe Teague has a pretty good idea who the photographer is - his ex-wife Jasmine - but he's not the only one who thinks she might be involved. When they track down the waiter who tipped the mobsters about the stool pigeons being in the restaurant, they also have to protect him.

The LAPD finally gets Bugsy Siegel behind bars, but what initially appears as a shining moment for the department soon takes a turn for the worse. Having heard that Siegel has been arrested, mobster Jack Dragna takes the opportunity to make his move. Meanwhile, Jasmine is shaken after receiving a frightening threat at her apartment. And Joe receives an unexpected visit from Sid.

Bugsy Siegel is in in jail but and his arraignment is imminent. Carl Steckler, the restaurant waiter who put the finger on the two hoods who were going to testify against Siegel, is in hiding in a police safe house. While Sid Rothman tries to beat Steckler's location out of Joe Teague - and threatening Jasmine's safety in the process - one of his men gets it from a crooked cop. Rothman turns the tables on Teague. With their witness gone, Siegel walks. Jasmine finds herself again threatened by Leslie Shermer but sets him up. Meanwhile Bunny tries to broker the peace between Mickey Cohen and Jack Dragna and threatens a race war if they don't settle their differences.

Joe Teague has sent Jasmine out of town for her safety and through his friend Ned Stax offers Siegel a deal - Joe will give him the photos and negatives in return for Jasmine's safety. Captain Parker meanwhile publicly takes the blame for the mess caused by Siegel's case being thrown out of court. The mayor appreciates that and makes it clear that he and Parker are on the same side. Parker decides to set up an internal affairs unit and the first task is to find out who gave up their witness' location. Meyer Lansky comes to town to tell his friend Siegel that financing for the Flamingo in Las Vegas has been cut off. Unable to get the deal he wanted with Siegel, Joe takes action.
