MacGyver brings a replacement dialysis machine to the Phoenix Foundation's medical clinic in Bangkok, Thailand. The clinic's mission is to gain visas so that sick, young Amerasians can be brought to the United States. In Thailand, Amerasians are discriminated against when it comes to advanced care. The dialysis machine will also help treat the wife of Mac's friend Jesse Colton, who has spent 15 years trying to track her down since he met her during the Viet Nam War. Clinic Director, Dr. Sumlee Triwai, tells Jesse that he arrived a day too late. She succumbed to kidney failure yesterday. Jesse is greatly distressed by the news and then learns from MacGyver that he has a 15-year-old son, Willie, that he knew nothing about. Willie approaches and asks if Jesse is his father. As they embrace, Willie snatches Jesse's wallet and runs away saying he hates him for abandoning his mother. Willie wants the money to buy a nice monument for his mother's grave. But the wallet has no cash. Jesse knew not to carry his money in his wallet. There are a few credit cards, however, that Willie hopes to sell the cards to a couple of unscrupulous Americans who run a gang of kids that steal merchandise for their fencing operation. The main boss, Frank Skinner, offers a good price for the wallet in exchange for Willie's help to steal medical supplies from the clinic. Willie is to take the wallet back to the clinic and return it to his father. While there, he must sneak into the supply room and leave the outer door unlocked. Willie manages to do this. Skinner and his army of kids rush in and steal everything they can, including the new dialysis machine. Jesse chases after them as they make their getaway, managing to climb into the back of their truck. Once at their fencing yard, he is quickly overcome by Skinner and his partners. Without the dialysis treatments, one of Willie's friends at the clinic, Suzie, will die. Under pressure from Mac, Willie agrees to lead him to Skinner's operation. As Mac tries to sneak up on them, they capture Willie to use as bait. Mac's only option is to give himself up. Locked inside the stolen goods warehouse, Mac goes to work putting the medical supplies to work for them. He makes a bomb to blow the lock using chloroform anesthetic and manufactures a dart gun out of a paper tube and a syringe.

Together they try to help Billy and stop the poaching.

"Third Park Attack - Streets Declared Unsafe", reads The Observer headline. A Mr Brand, who is running for Congress, is giving a speech on TV, claiming that his goal is to make the streets safe for the people. Meanwhile, at Carlyle Auction House, Pete is makes the winning bid on a valuable Rubens painting The Phoenix Foundation is planning to donate to a museum, to prevent it from being hidden from the public in some private vault. Just at that very moment, a distraught man rushes in, claiming the painting belongs to his family. The man claims the ERR (Einsatzstab Rosenberg Reichminister, WWII Nazi art looters) stole the painting. There is a villainous-looking man observing and reporting to someone over a mobile phone. Something is going on... *****SPOILER WARNING***** Yep, those damn Neo-Nazis are at it again, planning to overtake five states, which equals 10% of The USA (hence the title), funding their election campaigns with paintings stolen from the Jewish people during WWII.

It's almost Christmas. A figure of The Madonna disappears from a church. MacGyver and Pete, who are on their way to to deliver gifts to a local youth center, see an old homeless lady being harassed by two punks and chase them away. They take the lady to the youth center, where she gets shelter. Sadly, the center is under a threat of being shut down because of lack of money. Pete can't help because the Phoenix Foundation budget is already locked for the next six months. The priest from the church speaks on TV, petitioning for information on the Madonna. MacGyver decides to help. But in the unfolding events, the old lady has a role to play as well.

Also, in his answering machine, there are messages from Jack, who has yet another crazy fortune-making idea, and Penny, who is asking for a favor. MacGyver tries to watch a western on TV, but falls asleep on the couch. In his dream, he is in post-Emancipation Old West, arriving in a town called Serenity. There he meets incarnations of Jack, Penny, Wilt Bozer, Milt Bozer, Billy Colton, and, of course, his nemesis, Murdoc... But the bad guy is Pete!

Students are dropping out of high school. The Phoenix Foundation has chosen a school with a high drop-out rate to test their pilot program for lowering the number of dropouts there. MacGyver gives a physics demonstration using Deron, a young Afro-American football player in high school. He's only interested in sports, but MacGyver tries to make him believe that by concentrating in studying, he could go way further than to Superbowl. Tony is another kid who doesn't bother to take part in science projects - he finds it much more stimulating to sabotage them. MacGyver sees hope for Tony and chooses him as a test subject in the program, but George Fraley, the toughest critic against soft methods on problem youth, thinks Tony is a lost cause. The program requires two positive role models for the subject: one teacher and one outside volunteer. MacGyver nominates himself and Fraley. Tony's dad is a workman at a construction site where the project is two weeks behind schedule. The project manager gives the foreman the order to "be creative". Could the plots for Tony's school and his father's construction site possibly converge?

He discovers that the owner of the logging company is in debt to the Yakuza and will do what he has to fill the order.

For good, if the money obtained from selling the treasure would be used for education. For bad, if MacGyver's old school-buddy Enrique could use it to fund a revolution. Hesitantly, MacGyver agrees to help Maria.

A jockey refuses to have any part on a horse race fixed by his employer, a wealthy man called Mr. Henderson. The jockey threatens to go to the police, so Mr. Henderson throws him in a stall with a horse and activates a device which makes the horse crazy. The jockey is stomped to death by the horse. The jockey's daughter Jenny arrives to find his body. The police investigate his death and conclude that it was an accident but Jenny has found evidence that makes her believe it was not, so she calls Jack Dalton and MacGyver to investigate what has happened.

Of course, the cartel would be VERY interested in getting their hands on such a device...

Mac is serving on a jury. The trial is a murder case involving a black man who's accused of shooting at a wealthy white couple, killing the wife and injuring the husband. Some of the jury members feel as if the D.A. was pressured to bring charges because of all the media coverage especially from a TV journalist who's more interested in ratings. The jury's sequestered. But Mac feels that the crime scene was not covered so he sneaks out finds a woman who saw what happened. It wasn't the defendant she saw, and she shows Mac where he can find some evidence. He asks Pete to give it to the defense but when it's presented in court the prosecution and judge demand to know where it came from, and Mac stands up.
