It made a clever way to smuggle drugs to the inmates. Vicky, who has been in the hospital, grabs Walt's attention and points to her dart wound. It matches two such marks found on the corpse. Hence, the victim was immobilized with tranquilizer darts. Walt goes to the bear biologist's facility to check the visitor log. He eventually deduces that the person responsible was the former prison warden, who was seeking revenge for both the initial murder and the later murder of one of his deputies.
