Lucy has one last appointment with Dr. Maxwell and a birthday party with the family with a not surprising gift from her father before she boards the ship for the sailing from New York City to Tangier for her imminent marriage to Hugo. While upper crust Brit Hugo is a safe, staid choice for Lucy by Grant and Vanessa's standards, Lucy still hopes to spread her wings from the gilded bird cage in which she's lived solely by being out of the cage, and in an exotic locale with a handsome husband. Lucy gets a taste of what Tangier might have to offer on board the ship in meeting most specifically Lili von X and hearing her stories. There is a less than satisfying end for Hugo with his last encounter with Adham before Lucy's arrival, which he believes does not necessarily mean any change in their relationship. Hugo will find that the start of married life with Lucy is not quite what he wants, including what was a previously unmentioned expectation from Grant in now being part of the family.

Unsatisfied in a romantic or sexual life with Hugo, Lucy finds some excitement, if only for a brief period, in a movie shoot conducted by Lili. While Hugo is busy trying to live up to Grant's standards, Lucy discovers a bosom buddy, who knows better about what she's going through at home than she realizes. Cherifa made quite an impression on the Secretary with her performance at the club, and beyond his own paid pleasure at the whorehouse, Frederic is required to bring Cherifa in front of the Secretary. Leo's attempts to eke out a life for himself and Cherifa outside the whorehouse walls take an unexpected turn. All these separate worlds converge at a party hosted by the Contessa.

Although thinking him and the man he represents not bright, the Secretary is still interested in finding out what Hugo has to offer, partly in seeing to who else he is marketing the products. While the Secretary dispatches Zefzaf to deal with Hugo, the Secretary himself is scheduled for a lunch alone with Lucy. With Lucy sedated by pills, the lunch ends in a way the Secretary doesn't quite expect. Following the Contessa's party, two couplets have to redefine their relations, one being Cherifa and Leo, the other Hugo and Adham. With the latter, Hugo feels the need to unburden himself at the bar, his talk about this and his "work" life which he may regret.

Lucy, not knowing where else to turn, moves in temporarily with the Countess until she figures out her next step. Lucy, under the influence, demonstrates her feelings about herself and her situation at a viewing party for Lili's movie. His reasons for marry her not having changed, Hugo too has to decide how to salvage his marriage. He may still find that his situation with the Savages, like his marriage, is equally not as natural to him as he continues with the arms dealing. Meanwhile, Cherifa wants to make penance for what happened to Frederic, while the Secretary wants to use his death to his advantage which may affect Cherifa indirectly. Leo feels increasingly uncomfortable in what he is asked to do at the Mandrax house. And Adham is taken to refuge following his unexpected late night incident.

In the aftermath of the drug-induced incident at the Contessa's, Lucy is forced to find her next living situation. In the process, she makes a connection with someone unexpected, his outward motives which may mask an underlying purpose. Through that encounter and another following, she discovers her next bit of excitement in Tangier that hits a little closer to home. Hugo is feeling even more overwhelmed after speaking to Grant, the short term benefit of the marriage to get his family out of their situation which is coming back to haunt him. Caught in the middle between Grant and the potential buyers, Hugo opts for something else at least to make himself feel better. In his continued physical rehabilitation, Adham begins to question his purpose in Tangier, including why he loves Hugo. And Cherifa attempts to come to Leo's aid in being at the core of the issue that allowed him to be taken into custody.

Holding her captive, the Secretary is in negotiation for a "better deal" for/with Cherifa, the situation being with a gun pointed at her head, both literally and figuratively. Meanwhile, Lucy is awaiting the arrival of her father, who, with Lucy and Hugo by his side, Hugo in a want to fulfill his obligation despite everything that has gone on, is taking over negotiation of the arms deal with the French, out of necessity directly with the Secretary. With the plan at great risk to Lucy if discovered, she, stemming from those direct encounters with her father, decides to make slight alterations to free herself from her preordained life.
