Baron Pontmercy survives Waterloo, only to find his Restoration-loyal father in law hates Bonapartists enough to deny him any contact with pre-teen son Marius, whom his nurse whispers outside takes the kid to Sunday mass. Petty thief Jean Valjean serves his 19 years term in a Toulon forced labor hulk prison, arousing only hostile suspicion from director Javert for saving a crushed guard. Embittered at release and feeling cheated by a merchant hiring him as occasional laborer, he enjoys hospitality with an altruistic bishop, whom he tells not to believe goodness changing people, robs of most silver but is given the candlesticks as well instead of being arrested again. Wandering, he grows a conscience again after robbing farm boy Petit-Gervais. Paris laundry maids learn the hard way that generous sons of landed gentry becoming their lovers, like poet Félix, suddenly return home to marry 'fittingly', regardless if one is pregnant.

Three years later, Valjean has become a wealthy self-made factory owner and main employer in the town of Montreuil, and its popular mayor, under the fake name of 'father' Madeleine. Fearing nobody will employ an unmarried mother, Fantine entrusts daughter Cosette to dodgy inn-keeper veteran Thenardier and his wife in a nearby village and gets a job, but is fired by 'Madeleine' for having lied, sells her hear and teeth and lapses into prostitution. Marius is raised by grandpa to despise his Bonapartiste father, yet comes to his deathbed and inherits the Napoleonic baronage. The mayor is duly worried as his newly appointed chief of police, former Toulon prison-hulk CO Javert, guesses his true identity and learns in Paris that 'the real Jean Valjean' is about to be executed for his petty cash theft from Petit-Gervais in Arras. Feeling guilty on both counts, he tries to save Fabtine but can only send for Cosette for her deathbed while he and Javert, who resigns, race to Arras.

Attending the Arras trial of the false Jean Valjean, the real one walks into Javert's trap by confessing he's the fugitive thief and finds at his return, no longer mayor Madeleine, that Fantine dies without seeing Cosette, whom he promises to care for above his life. Two years later, he escapes from Toulon and finds her at the tavern where the Thénardier couple exploits her as unpaid servant, yet fetches a hefty price from him. the story brings Javert on their trail, but he manages to escape to a nunnery, where she is accepted as boarder, he as gardener.

Jean was happy under his new pseudonym, but when Cosette is old enough to graduate and enter the nunnery, she insist to 'see the world', despite his warning it's wicked and cruel. They move to Paris, but she wines about being 'locked up worse' in the fine mansion, till he takes her on walks to the Lixemburg Gardens. There she meets and catches the eye of Marius Pontmercy, who left his royalist grandfather penniless after a Bonapartist veteran told him about his father. Naively agreeing to help a beggar girls, like Marius before him, Valjean finds her pimp is non other then Thénardier, who blackmails him no keep his identity secret. Javert is now a decorated Paris police officer, and gets on their trail after Marius reports Thénardier exploiting beggar kids, but Valjeans escapes after fighting off thugs and cops.

Marius Pontmercy finally gets Cosette's address and plans to be with her, even if Jean manages to migrate to England as a republican revolution dooms on Paris, and hopes to get his grandpa will fiance them, but haughty stubbornness only renders the breakup final, while Jean learns about the plan, betrayed by escaped Thénardier's daughter Éponine, who still hopes to win Mariu's heart, even threw back his last cash. Penniless, Marius joins the student leaders of the revolutionary movement which initiates a revolt at the pompous official funeral of the last Bonapartists, popular general. Javert neglects the danger to the kingdom, obsessed to infiltrate the revolution, convinced Jean must be their ringleader, but is captured. Romantically desperate Marius's daring move makes him the heroic savior of the students-lead barricade.

Marius Pontmercy continues fighting on Enjolras's naive students barricade, but with canons and regular troops they are soon swept away in a bloodbath. Valjean has found Marous, badly wounded, and liberates captive Javert, who returns to the precinct while Jean needs Thénardier's help -for all their cash- to get past a sewer gate. Javert resigns his post and attempts suicide by jumping from a bridge after capturing Valjean, allowing him to deliver Marius to his royalist grandfather Gillenormand 's home and surprisingly leaving Valjean free. The young lovers now get both families' blessing and generous support to marry. Valjean retires to the late bishop's garden after coming clean about his criminal past, but the happy couple comes recollect him in due gratitude.
