Major Edward Beck and his troops, sent by the Western states' Cheyenne-based president, impose pacification with Phil Constantino's New Bern men. Longing to revenge his dad and many others, even Jake is against, yet Beck offers him the post of sheriff. Arriving CIA agent Chavez teams up with old mate Hawkins to make sure proof that the nuclear war was domestically, not overseas-plotted, isn't eliminated.

Jake hesitates whether to accept the sheriff star or exact revenge. By the time he makes up his mind and rides after mates who planned to 'spare him' involvement, Major Edward Beck is on to them and shows it's pointless: Constantino was shot resisting arrest. Stanley Richmond's happy after signing a tax deal, although it takes brutal re-negotiating to make it actually advantageous. Chavez and Hawkins hope the surprise visit from Cheyenne-based president Glen Tomarchio will offer a forum to compose and publicize the truth.

Dale returns from trading with news that the Hudson River Virus has crossed the Mississippi River, and when the town's vaccine supply is seized Jake coordinates a retrieval operation. Elsewhere, Hawkins is forced to show part of his hand to Beck.

Jake painstakingly works out a way to prevent the vaccine from being destroyed and to inoculate his people. John Goetz's men engage in a shooting on Stanley's farm where his sister is killed. Major Beck grudgingly decides to take notice of a deep throat and thereby enable the saving of both Jake and the truth about the nuclear war mongering conspiracy, for which a secret prewar J&R report indicates government guilt.

The virus vaccine question and the surviving witnesses motivate sheriff Jake's men, Goetz's team and a radical resistance team out for revenge from New Bern to lay siege to the hospital. The evidence quest proceeds, thanks to which Goetz is discredited and fired by his company director, but more primordial revenge still primes.

Stanley's murderous execution of Goetz convinces major Beck to take off the gloves and come down hard on all Jake's men, who wisely surrender to the superior force. The shadow fight for the bomb and its secret continues. Hawkins learns only now his deep throat has a terrible agenda of his own: using it against the Cheyenne government as retaliation for its atomic war mongering under J&R's control.

Just when Jake's position seems hopeless, Major Edward Beck is convinced by the evidence and risks a court-martial by ordering everyone's release. Jake joins Hawkins on a spy mission to prevent the J&R conspiracy and deep throat's terror alternative. They must locate and steal the nuclear bomb and deliver it with documentary evidence fast, to dissuade Texas from siding with the corrupt Cheyenne government, which fights them all the way, even on a diplomatic flight. The boys back home consider a deal with Constantino.
