In 1617 a group of women arrive in Jamestown, Virginia, to be settlers' wives, including the aristocratic Jocelyn Woodbryg, due to marry her English fiancé, Samuel Castell, a recorder for the Virginia company which is, overseen by governor George Yeardley. Alice Kett however and Verity Bridges are to marry men they have never met. Alice falls for handsome Silas Sharrow but must wed his oafish brother Henry, who rapes her and is displeased to forfeit land in exchange for marriage, though when he is later blown up looking for gold she seems to have her chance with the gentle Silas. Verity's husband is town drunk Meredith Rutter with whom she reaches an understanding after almost dying as she tries to escape from him. Samuel is asked both by the governor and his rival Redwick and Redwick's secretary Farlow to spy on each other but the wily Jocelyn sees this as a chance to help her husband by playing the two groups against each other, as well as befriending Alice, to whom she had admitted killing a man on the voyage from England.

Jocelyn is intrigued when the governor asks Samuel to investigate irregularities in the Virginia Company's books possibly caused by the previous governor but she has already antagonized Marshall Redwick and secretary Farlow and, to keep her in her place, they make an example of Verity for belittling Meredith in public, which, due to the overly zealous vicar Whitaker becomes an accusation of witchcraft when Redwick, whom Verity has cursed, falls ill. Dr Priestley and Samuel discover the cause of the illness is a polluted well, allowing Jocelyn to save Verity. She also intervenes by persuading Samuel to pay Henry Sharrow's debt, allowing him to marry Alice, to the annoyance of love-lorn smith James Read, though, in doing so, she makes Redwick and Farlow even more determined to bring her down.

A group of native Pamunkey enter Jamestown at night to steal tools and one of them, Chacrow, is caught. Massinger, angry at losing his land, tries to accuse Silas of selling weapons to the natives but drops charges after James Read has provided Alice with information to discredit him. Samuel is persuaded by Jocelyn to convince governor Yeardley that it is in the settlers' interests to return Chacrow to his people and create peace with them, further increasing their hatred of the Castells by Redwick and Farlow, who plan to kill Chacrow though he escapes. Yeardley presses on with his mission to parley with the Pamunkey chief Opechancanough but is met with hostility whilst the severely injured Henry Sharrow is nursed by a native tribe, encountering Davie McDurran, a man who deserted from Jamestown four years earlier.

After Christopher Priestley disturbs a man digging up the grave of the late governor De La Warr the colonists believe it was in search of a treasure map and that Henry Sharrow's secret mission was to locate the gold. Whilst Jocelyn believes Farlow has the map and steals papers from him Farlow and Redwick send a spy to court her simple maid Mercy in the hopes of unearthing an affair with Christopher but Jocelyn outwits them again, making even more enemies. James Read's belief that he should have married his adored Alice leads him to attack Yeardley, leading to a charge of treason and only Alice's intervention preventing him from hanging whilst Henry presses on in his search for the gold, unaware that a Jamestown resident already has the map and the newly-wed Alice and Silas discover a saboteur at work on their flourishing land.

Silas accuses Massinger of killing his cow but has no proof whilst Yeardley falls ill with kidney stones, requiring Christopher to operate. Farlow and Redwick both try to exploit his illness whilst Jocelyn puts Samuel's name forward as provisional governor but Lady Temperance Yeardley is suspicious of why she left England ,telling her that she has written home for more information, leading Jocelyn to confide her secret to Christopher. Verity warns the recovering Yeardley that there is a mutiny planned and he goes to face the rebels. However Renwick and Farlow again step in to appear as saviours of the colony whilst James Read disappears for several days before returning with the news that Henry Sharrow is still alive.

Angered by Redwick and Farlow's exploitation of the mutiny Verity steals from them but continues to rob other settlers, to the horror of Meredith, who hides her spoils. Temperance realizes that Verity has stolen a box whose contents may incriminate her husband and Jocelyn persuades her to keep her secret if the box is returned. Silas sets out to find his brother and is rescued by Chacow and his tribe when his canoe capsizes. Alice is grateful to James for helping when her tobacco crop is plagued by horn worms and asks him to make a dagger for protection should Henry return. Indeed Henry reappears dramatically during the colony's St John's Eve celebration, having discovered silver.

Henry's return with his bags of silver is generally welcomed though Redwick and Farlow want it confiscated for the crown. However Henry persuades Yeardley to keep it, leading Yeardley to admit he has the treasure map stolen from the late previous governor and to contemplate an expedition to the silver's location. Silas also comes back and suggests to Alice they move on whilst Henry is declared a hero for saving Mercy from a fire. Support for him evaporates after Christopher discovers the silver is only antimony and Henry stalks off following a fight with Silas. The fact that the map has been made public also means that Jocelyn has lost her hold over Lady Temperance keeping her secret.

Another ship arrives in Jamestown, bringing more women and the letter to Temperance Jocelyn dreads. With the influx Yeardley proposes setting up a governing assembly for the colony but Meredith is afraid Verity will return to England and relieved when she agrees to stay and the Sharrows are horrified to learn that Massinger intends to under-cut all the tobacco planters with his sales prices. Alice appeals to Henry, who unites all the planters into a collective with an agreed fixed price, approved by Yeardley. Defeated in this respect Massinger, backed by Redwick and Farlow, has another plan - to bring African slaves to work for him. Temperance, shocked by her husband's collusion in the matter, agrees to keep Jocelyn's secret but a celebratory harvest dance is interrupted as Massinger brings his slaves to Jamestown.
