Beaver tells him of "finders-keepers," a rule that says that since he found it, he gets to keep it. After listening to the advice of his friends, Franklin decides to keep the camera. Then, when a storm sends everyone inside from a baseball game, Franklin loses his stuffed dog, Sam, in the rain, and begins to think that maybe "finders-keepers" isn't such a great idea after all. One day, Franklin comes home and discovers that a new neighbor is moving in. He gets worried when he sees that the new neighbors are very large animals, and only reluctantly agrees to his Mom's request to treat new people that he meets kindly, no matter what they look like. At school, Franklin is assigned to be the partner of the new kid, Moose. Moose seems shy and doesn't readily join in the class activities, and Franklin does little to try to help him. However, when Moose helps with a poster for the school bake sale in his own way, Franklin begins to see that maybe there's more to Moose than he first realized.
