After getting into a mud fight in the front yard, Norman and Mandy have gotten Mike's van all dirty. They will have to clean it, but good luck getting Norman to agree to that. Trying to get out of the dirty work, Norman locks the door to the lighthouse, sticking the Floods and Prices inside. However, this plan backfires as Norman is also stuck in the lighthouse. It's up to the fire service, aided by mountain climber Moose, to rescue them.

Lily wants to play with Norman, however Norman is trying to build an awesome sand castle and doesn't want the toddler interrupting. The fire service visits the beach, and Norman uses their barbecue as a way of distracting Lily so she'll leave him alone. However, Lily still follows him and goes missing. Sam pages Elvis to bring Radar down to the beach, and they find Lily stuck on a small piece of land while the tide is coming in. Using the ropes, Sam rescues Lily and brings her back to the group.

Sam and the team find the trapped children and Sarah and James win the photography competition too - the winning entry is a photo of Fireman Sam with a face full of snow!

Norman hatches a trick-or-treating plan to collect all of the candy in Pontypandy for himself on Halloween. The plan involves a go-kart, multiple Halloween masks and Derek as his accomplice. Norman goes a bit too fast on his go-kart and goes straight into the sea. Sam comes to the rescue. Norman has lost all his candy, although Lily does give him one candy to make up for it.

Gareth is putting on this year's Pontypandy fireworks. Back at the fire station, Sam is giving Sarah, James, Norman and Mandy lessons in the firework code. Later at the firework display, James tries to warn Gareth that the firework wheel is nailed on too tightly and sets Bessie's shed on fire. Sam and the team race to the rescue and put out the fire.
