On the Southern coast of England, conservationist Tom Frewen and his teenage daughter Nell dock their converted trawler boat, the Eye of the Storm. They try to solve the cover-up of a ship that lost five barrels of toxic industrial waste in a 1987 storm, one of which has still not been recovered. This inadvertently links them to the sinister plans of Martha, a malevolent old local woman determined to bring about an ecological crisis as a result of her schemes to assemble five ancient jewels together in a ceremony - the fifth of these also remaining elusive. At the heart of her plans is the abuse of a blind ten-year-old boy, Luke, with extraordinary clairvoyant abilities and ancestors who discovered a great, mysterious power central to the jewels and a cave on the coast. It is ultimately up to Tom and Nell to protect Luke and save the country.
