Friday and Gannon are at a community college to recruit potential new police officers. With race relations a little tense in late '60s Los Angeles, a majority of the men in the room are African-American. A few of them are dubious about joining the police service. But a few are open to the idea. Later, Officer Dave Roberts, also African-American, is rethinking returning to duty after being badly wounded during a robbery. Relations with his neighbors have soured and he thinks it's affecting him on the job. Friday and Gannon try to talk him out of resigning. Roberts left things up in the air. A few days later, Friday and Gannon are downtown when a call regarding a business disturbance comes over the radio. They are a few blocks away and decide to lend assistance. As it turns out Officer Roberts has responded to the call and is sorting things out on his own as Friday and Gannon observe. After everything is resolved, Roberts notices the two detectives watching from the doorway. Friday gives Roberts a knowing nod. Roberts nods back. They not only convince Roberts to stay on the job, but to help them with the recruiting as well.

On an April 4, 1968, Martin Luther King was assassinated in Memphis, Tennesee. With riots erupting all over the United States, the Los Angeles Police Department braces for worse case scenarios such as rioting and bomb threats. Friday and Gannon are assigned to the command post and monitor the situation from there and wait for the first sign of trouble. However, as the weekend progresses Friday notes that Los Angeles is quieter than normal and that many of the people are doing their best to remember that Dr. King stood for peace.

Complaints are being received by the L.A.P.D. from people who are being made to pay inflated prices by a "Wildcat" tow truck driver (a "Wildcatter" is a tow company who is not endorsed by the LAPD and cruise the highways looking for people who are broken down hoping to make a quick buck). The tow company focused on has generated six complaints in one month. In one, the tow driver tows the car of a lady who speaks no English and makes her sign a blank contract. In another a driver runs into a telephone pole while driving drunk and so agrees to a 250.00 tow bill to get it towed before the police can show up. Friday and Gannon investigate further and find out the two owners are ex-convicts, and have been operating under a false permit. As a result of these complaints, the LAPD decides to start an official sanctioning body for tow companies.

While doing a cursory inspection they identify a number of problems that may encourage burglaries. Most of the business owners don't feel that they are vulnerable to crime.

In fact, he even is looked at as a suspect because of his attention to every detail in the case. However, the two detectives are in for a big shock when they find out that Mr. Lampe is a retired chief of detectives and that he is a good friend of their boss, Captain Hugh Brown. Lampe's know how and good old fashioned detective work are a big help as Joe and Bill try to solve a very difficult case.

He seems to come from a nice home, but he has a penchant for getting into trouble, much to the frustration of his mother. Even though the officers use scare tactics on him, for the next several months they keep getting reports on car thefts usually surrounding kids from Fletcher High School, which happens to be where Harold is attending. However, one day things turn serious when Harold and his gang crash a party and start a brawl and in the process a shotgun is stolen. Things really take a turn for the worse when Harold is implicated in the murder of an elderly gentleman. Now Friday and Gannon must find Harold before things get any worse for him.
