Hoping to learn more about her own mysterious past, Vickie travels to the small fishing village. In the coffee shop, waitress Maggie Evans warns Vickie against working for the Collins family. Meanwhile, Burke Devlin returns to Collinsport after a long absence, and meets with a detective Wilbur Strake, whom he hired to investigate the residents -- specifically Victoria's new employers who own half the town, are considered eccentric, and live in a mansion atop Widows' Hill.

At Collinwood, Victoria is greeted by matriarch Elizabeth Collins-Stoddard. Elizabeth's younger brother Roger, having previously expressed concern about inviting a stranger into their home, avoids meeting Vicki. Elizabeth tells Vicki about the house and the family. Victoria is to be governess to Roger's son David. There are not many visitors to Collinwood, but Elizabeth hopes Vicki will be friends with her teenage daughter Carolyn. Meanwhile, Carolyn dances with a man at the Blue Whale pub and makes Joe Haskell jealous. Vicki takes a walk and meets Roger on the cliff. He is terrified when Vicki mentions she met Mr. Devlin at the train station earlier that evening.

Carolyn is fed up with life in Collinsport, and suggests to Vicki that she escape from this "mausoleum" while she can. Victoria asks Carolyn why Roger would be frightened of Burke Devlin. Carolyn denies knowing anything about Devlin, and brushes off Vicki's concern, saying nothing could scare her uncle. In the village, Roger questions waitress Maggie Evans about the whereabouts of her father, and also about Burke Devlin. Meanwhile in the pub, Devlin offers Carolyn's boyfriend, Joe Haskell, a substantial sum of money in exchange for information about the Collins family.

Her first night at Collinwood, Victoria is shaken when she hears Roger approach her door and sees the knob turn. In the hall, Elizabeth demands that Roger come downstairs with her. Downstairs, Elizabeth chastises Roger for attempting to enter Victoria's room, uninvited, and threatens to throw him out of the house. Roger informs her that Burke is back for revenge. Their raised voices bring Carolyn into the room, and Roger sends her to fetch Victoria. Roger grills Vicki about Burke, and she is insulted by his accusations. Later that night, Vicki is awakened by wailing sobs that emanate from somewhere in the house. In the foyer, Vicki sees ten year-old David who utters three words, "I hate you!"

Frightened by her experiences of the previous night, Victoria plans to leave. Vicki tells Carolyn, she was raised in an orphanage but an envelope postmarked Bangor, Maine arrived with $50 for her every month. On Widows' Hill, Vicki meets Sam Evans who tells her that the Collins family has ghosts. One of the ancestors, Josette, committed suicide at this spot, and reclusive Elizabeth is like a ghost since she hasn't left her house in 18 years. Upstairs, David has gone through Vicki's things and taunts her with a note he finds, "Her name is Victoria. I cannot take care of her." He says the "Widows" want her to go, but Victoria resolves to stay in Maine.

While looking for David, Victoria attempts to open the storeroom in the basement. She is confronted by a man who accuses her of snooping. Elizabeth interrupts the encounter and introduces the man as Matthew Morgan. Liz explains that the storeroom in the basement is always to be kept locked. Alone, Liz finds David who expresses misgivings about his new governess. In the drawing room, Vicki tries to smooth things over with Matthew after a poor first impression. Matthew explains that the day Mr Stoddard left, Mrs Stoddard fired every servant and hired only him to care for the house. Vicki is curious why Elizabeth chose her to work at Collinwood, but Liz is evasive in her responses.

During the past ten years, local artist Sam Evans has lost most of his interest in painting, but has taken up drinking heavily. Sam finds Roger Collins waiting for him at his cottage. Roger wants to know what Sam's old friend, Burke Devlin, is doing back in town and what Sam intends to do about it. At the diner, Maggie hasn't seen Burke since she was a little girl and reintroduces herself. Vicki tries to call the orphanage on the diner payphone, but the line is busy. Burke corners her, and quizzes her on her reasons for moving to such a small town. Later, Burke visits Sam at his cottage, but Sam is distraught and sends him away.

Victoria contacts the orphanage and learns that no one there recommended her for the Collinwood job, nor had anyone in the orphanage heard of the Collins family. Meanwhile, Liz begins to regret hiring an inquisitive stranger. Joe arrives with good news, he's been promoted at the cannery. Carolyn joyfully declares she loves him, but turns cold when Joe proposes marriage. Carolyn accuses her mother of being behind the promotion so she could be married off. Vicki returns to Collinwood. Liz tells Vicki that her staying at Collinwood means a great deal to her, but requests that Vicki stops questioning everything she says.

Elizabeth is visited by Bill Malloy, the manager of the Collins Fishing Fleet and Cannery. Like everyone else, he is concerned about the recent arrival of Burke Devlin. It is revealed that the first 5 years of Burke's 10 year absence from Collinsport were spent in prison. Upstairs, Carolyn tells Vicki that three women committed suicide by jumping from the cliffs at Widows' Hill and legend says a fourth -a governess- will die there. Carolyn admits that she has cold-feet when she considers marriage with Joe, but she is fascinated with Burke. Carolyn offers to mail a letter for Victoria, but her true intention is to find Burke in town.

At the hotel, Burke misleads Carolyn into believing that he is only stopping in Collinsport for a few days, and that Roger has nothing to fear from him. Back at the house, Liz is worried about David's behavior, but believes having Victoria as a governess will help him. Roger responds that David belongs in an institution. Roger catches David eavesdropping and threatens him. Liz comes to David's defense and assures him that she won't let him be sent away. David shouts at his father, "I hope Burke Devlin comes back here, and I hope he gets even with you!" Carolyn returns home, and brings Burke with her.

At the Collinsport Inn, hotel clerk Mr. Wells informs Sam Evans that Carolyn Stoddard visited Burke Devlin in his hotel room. Burke enters Collinwood for the first time in ten years. He assures Liz the events of ten years ago are past history and he is thinking only of the future. Carolyn is optimistic that all the family's troubles and worries are over. Liz isn't so certain.

Vicki walks on the beach. She meets Roger who tells her that the widows of sailors used to watch the sea from this hill as they waited for the ships to return. When the house was built they were no longer permitted on the land, but their cries are still heard in the howling wind. Roger reprimands Vicki again for speaking to Burke Devlin. In the village, Sam is distressed and wants to leave town, but won't explain his reasons to his daughter Maggie. Roger goes back to the house, unaware that Burke is waiting for him there. Carolyn says that the caretaker Matthew knows everything about Collinsport and suggests that he could answer any of Vicki's questions.

Roger faces Burke, in the Collinwood drawing room. Burke denies that he is in Collinsport to harm Roger, but Roger is still leery of his intentions. Ten years ago, Burke was convicted of manslaughter on Roger's testimony. Burke was also very close to Roger's wife. He reminds Roger that she married him only a month after he was sent to prison. At Matthew's cottage, Vicki asks if the Collins family is connected to Bangor. Matthew warns her off snooping into Mrs Collins-Stoddard's business, but suggests that Augusta, Maine might hold some answers. He also tells her that worst thing that happened to Collinwood was the return of Roger. Vicki catches Burke lurking around Roger's car.

David is in possession of a small mechanical part, he takes it into Vicki's room. She catches him looking through her drawers, and demands to know what he has taken. When David is unresponsive, Vicki tries again to be his friend. David conceals his mischief, saying he was trying to leave a surprise and gives her a seashell. Carolyn gets ready to go out with Joe. When she learns Burke will be at the Blue Whale, she changes into a less school-girlish dress. Vicki sees a door at the end of the hall is slightly ajar, but it closes when she approaches. David tells her the door leads to a part of the house that has been locked for fifty years. At the Blue Whale, Carolyn invites Burke to her table.

David is convinced everybody but his mother and Aunt Elizabeth hates him, and admits to Victoria that he wishes his father would die. Victoria convinces David to give his father another chance. Roger plans to join Burke for a drink at the Blue Whale, Liz warns him to be on his guard around Burke. In the entry hall, David asks Roger if was serious about his threat to put him in an institution and if he really needs to take the car into town, tonight. Roger is cold, and sends David to bed rather than answer his questions. Roger races off. While alone in his room, David states, "He's going to die mother, he's going to die!" Liz gets the phone call that Roger has been in a car accident.

Returning to Collinwood, Roger learns from Liz that Vicki had seen Burke near his car. David lurks in the shadow of the staircase, listening in to the adults' conversations.

Meanwhile Carolyn has met back up with Joe, who takes her home to Collinwood.

Meanwhile, Sam is annoyed to learn his daughter is checking up on him.

Vicki receives a letter from the foundling home, and learns that she was also investigated by this private eye.

Back at Collinwood, Roger waits for the police, convinced that he will soon be rid of Burke Devlin for good.
