Teeth in the Bone

A Department of Homeland Security agent is assassinated, prompting FBI Special Agent Nathan Blythe to form a special task force consisting of LAPD detective Mark Meachum (Jensen Ackles), DEA agent Amber Oliveras (Jessica Camacho), DHS intelligence and analysis officer Damon Drew (Jonathan Togo), FBI cyber crime specialist Evan Shepherd (Violett Beane), FBI terrorism specialist Keyonte Bell (Elliot Knight), and LAPD gangs and narcotics specialist Luke Finau (Uli Latukefu). Meachum is fresh out of a long undercover assignment with the Aryan Brotherhood struggles with anger issues, while Oliveras has a documented history of drug abuse. The task force finds a suspicious deposit in the dead DHS agent's bank account, which leads them to the Los Reyes Nuevos cartel in Tijuana, and discovers a large deposit of fissile material left at the Port of Los Angeles.

Dead Lots of Times

In Minsk, Belarus, in 2008, Borys Volcheck (Bogdan Yasinski) finds his brother Anton beat up by an American, who ends up blackmailing Borys to commit espionage on the Kremlin. When Anton commits suicide, Borys kills the American in revenge. Back in Los Angeles, Oliveras reassumes her cover as a cartel drug runner working with the Los Reyes Nuevos cartel in order to get info on who is smuggling fissile material. She talks her way into a task to smuggle a container truck from Tijuana back to Los Angeles to regain cartel lieutenant Javi Lopez's (J.J. Soria) trust. After being stopped at the border, the task force causes a scene which led to Meachum getting temporarily arrested by Mexican police. They return the truck full of heroin to Lopez, but he and his bodyguard are killed shortly after, leaving the team with only a name of the suspect, Volchek. Meanwhile, politically ambitious LA District Attorney Grayson Valwell (Merrick McCartha) wants to join the task force.

Happy Birthday Final

The task force uses Meachum's former alias to befriend Belarusian inmate Timur Nabokov (Mark Puchinsky), who owes Meachum a favor, attempting to use him to get information about the Belarusian underground in Los Angeles and identify Volchek, who killed Javi Lopez. The warden of Palmdale Prison will not allow Meachum to get back in his prison, so the task force stages a fake jailbreak in order to gain Nabokov's trust. Nabokov brings Meachum to his uncle Mikhail's (Daniel Chernish) dance hall in Burbank, where Meachum discovers plans of an attack on the city of Los Angeles. To preserve the plans, Volchek, posing as Mikhail's guard, burns down the dance hall. In the resulting shootout between the task force and Mikhail, Nabokov is shot dead, while a shot that missed Finau hits Drew in the chest. Team members plan a surprise party for Finau's 40th birthday. In the background, district attorney Valwell continues to intrude on the task force's operations.

After an injured Drew (Jonathan Togo) dies from his wounds at the hospital, the task force is more determined than ever to catch Volchek. They discover a lead when Meachum remembers a name from the dance hall. While they investigate, Blythe (Eric Dane) deals with an underlying threat from the LAPD, who wants to reassign their detectives from the task force. The team tracks down Volchek's associate Mikhail and interrogates his wife, who eventually gives up a way to contact him. They arrange a meeting, but Mikhail spots the team and runs. After learning he has a daughter, they used Shepherd's likeness to get him to reveal information about how to contact Volchek. However, they are outsmarted again when Volchek sends a decoy to Van Nuys Airport while he escapes.

In 2018 in London, England, Volchek makes a pitch at an investment group on behalf of a Belarus food company against an American competitor. Volchek blackmails the American to withdraw their bid, resulting in a win for his company. However, the American threatens to retaliate, and then gets him exposed by his government for embezzlement. Volchek is told he must flee Belarus. So, he and his beauty queen wife try to leave on a private jet. As police near, his plane explodes, killing his wife as he fakes his own death, enabling him to leave the country with his stolen funds. Meachum passes out in the office stairwell due to increasing headaches. His phone call to his doctor asking for stronger pain pills fails. The team use a catering firm as cover to get inside the Belarusian consulate to access their computer server. Blythe gets into the consul office and the team hacks access. They uncover a secret file on Volchek, which is an alias for this man who is an ordinance expert. Blythe uses a friend to back off the continued interference from the district attorney Valwell.

A Needle or a Bullet

When Meachum and Oliveras meet at a shooting range and he doesn't miss any targets, she starts to see what a valuable team member he is. The two visit Gallagher's house to find a ghost residence filled with booby-traps. Then, a lead points to his actual residence, a trailer park in Needles, California. A team of four go there. This leads to a wild car chase in the desert. Brought in for questioning, Gallagher is a doomsdayer but seems to be a dead end. Meanwhile, after the Belarus ambassador approaches Volchek, he discovers a mole in his team, Danill (Nikolay Moss), whom he executes. in the ending scene, two mysterious trailer trucks arrive at Volchek's warehouse with his expected shipment.

Nothing Else Helps

Meachum continues to be plagued by debilitating migraines. Valwell approaches Bell again, but he shuts him down. Russian military ammunition is found at the burned-out dance-hall. Then, a gun dealer provides a lead to a person selling Russian ammunition. After a foot chase, this man reveals a tip on Iskanders, a Russian private military contractor. This leads to a SWAT raid on their warehouse which is met by the corporation lawyer. Blythe wonders who is the mole in law enforcement, his team or the LA Police SWAT? Meachum shares the news of his untreatable tumor to Oliveras. Combing through VKN financial info, Beane discovers the Gallagher freight connection. Volchek has purchased 18-wheeler tractor trailers through this shell company. Volchek gets again cornered again by the ambassador's men who beat him and demand he return the embezzled money before they send him back to Belarus. He then leads them to his home where he opens a wall safe in his basement. He steps inside and shuts the safe door before multiple mines are detonated, killing the Belarus team.

In 2021 after his brother's suicide, he meets lawyer advisor Ludomir Piskun (Zack Sayenko) who helps him plan how to manage his financial assets. Vusovich buys 10 parking lots but he is hampered by a city official demanding he hand over several of parking lots for city vehicles. After he attempts to bribe him, he is arrested in a sting operation. In a holding cell, he is beaten by prisoners but is released on bail. In the bombed Sherman Oaks home, Meachum discovers a Volchek photograph on a Belarus victim. They dig into leads from the house. An unlicensed US postal truck is found in front of a federal building. A bomb squad opens the truck to find nothing but surveillance cameras. Vusovich is seen watching computer monitors of the action. At a citrus Goleta farm, they find evidence of ammonium nitrate fertilizer along with radioactive traces but no trucks. Blythe puts pressure on Astrapov who still refuses to provide any information. With political pressure, he relents and meets Blythe in an alley with information. Astrapov is found murdered. Vusovich then knives Blythe and leaves him for dead.

At the alley murder scene, the team lifts a packet of information about Vusovich. Forger Sergei Belyaev (Rod McLachlan) provides additional fake Vusovich names. Blythe survives surgery, but wakes and is immediately impatient to get back to work. Oliveras connects Meachum to a neuro-oncologist for a second opinion. A Vuchovich movie production company raises red flags. When they discover they have a permit to shoot at The VINE they investigate. Vusovich is seen arming a device in one of the two 18-wheelers, which are both loaded with barrels of ammonium nitrate. Finau's wife and daughters are nearby the scene, in danger. The team investigates the local area to see if Vusovich is nearby waiting to set off the bomb. As the program ends, Meachum spots Vusovich, who holds up his phone and attempts to set off the dirty bomb.

During a foot chase, Meachum suffers a debilitating migraine. Vusovich tries to set off the bombs by shooting the truck gas tank from the rooftop. Despite his headache, Meacham gets off a kill-shot on Vusovich from the roof. Blythe debriefs the team, breaking up his task force but praises their work and efforts. Members are shown enjoying their respective evenings. Blythe returns home to his wife and young son. Shepherd has dinner out with Bell but is interrupted by her sister, Molly. She asks him to watch Molly while she's on assignment In Washington DC. Finau gets a promotion to sergeant in his department along with a private office. After doing research, Bell has the FBI arrest DA Valwell. As Meachum walks into the hospital for his experimental treatment for glioblastoma, he is greeted by his team wishing him well. Ten months later, at a West Coast US Secret Service office, a female coworker tells a Secret Service agent Ryan Fitzgerald (Joe Dinicol) she's been assigned to protection of the president's daughter. On the man's computer screen, we see a phone-call transcript about a threat on the president from Sugarloaf in the San Bernardino Mountains. The agent decides to drive up there to investigate. He finds the maid dead on the floor of a cabin. He also finds a journal and paper scraps. The Task Force Hurricane minus Oliveras, now renamed "Armor," is reunited for this threat with Fitz joining. Meachum asks and Blythe tells him she is investigating in Matamoros for the DEA. A group goes to the cabin for further study. Meachum finds a hidden basement holding a sniper rifle in a tunnel target range. Its implied the potential assassin is a crack shot, like Meachum.

Oliveras joins the team. The current California governor is also a possible target of "Todd." Bell tells Shepherd her sister Molly had been seen around some serious drug dealers. Meachum and Oliveras interview the Singaporean owner of the cabins but government officials prevent him from being interviewed by the law-enforcement team. Most of the team later go out to drink at a local bar. Oliveras goes home to her boyfriend doctor and takes him to bed. Blythe participate in a meeting with the Singapore officials along with the California governor. They finally relent and allow the investigation to move forward. They investigate Trevor Pasternak (Patrick Hume), who was a member of a cult. He evades them on a motorcycle. They visit his ex-wife and finally catch him. When they interview him, it turns out he was a patsy for the potential assassin. On a secure chat, they reach this person who shares his manifesto translation with them. In November 2023, Todd (Grant Harvey) is seen going deer hunting in the San Bernardino National Forest. He has taken time off from work. One day, he finds his wife in bed with a coworker and steals her beagle. He then executes the dog with his hunting rifle.

Blythe tells Meachum he should be more ambitious for himself at work, that he is a "natural leader." He later confirms that with Blythe. At a gas station, a woman is murdered by a sniper. She turns out to be the governor's press secretary. On the security footage, they find someone who was at the scene and possibly took something from the woman's car, like a phone or computer. A Bernardino CHP officer calls Bell to meet at his home. His theory is this man might have put something into her car. This turns out to be a message from Todd, which leads to a remote biker bar. Four of the team go in. Meachum spots someone taking photos of two team members with his phone. Meachum follows him out of the bar, but he takes tries to kill him and he escapes. They realize Todd is hunting their team members. Inside the bar, a message from Todd says only death will stop him. Blythe asks the governor to cancel an upcoming event with POTUS but he seems disinclined. The team continues to analyze the manifesto. Oliveras also begins to suspect law enforcement personnel is somehow involved.

Your People Are in Danger

Todd goes to a storage unit and mixes some toxic-looking chemicals. A female uniformed policeman comes to Meacham's home; they are implied to have sex. Oliveras is still seeing her boyfriend but she doesn't appear to be overly enthusiastic. Blythe calls a conference with the team. New security video is being analyzed. A Southern California talk radio DJ rantings match some of the manifesto. Blythe and Oliver interview him, but he is actually down to earth. They ask about obsessed fans. They mention message boards. POTUS fundraiser is upcoming and Fitz is told to locate the venue. Shepherd's sister is seen to be hanging around with a felon which concerns her sister due to her drug abuse history. Todd is seen delivering a plastic gas container. He flashes a badge to San Gabriel Park security guard, possibly law enforcement, and the guard lets him in. His truck is later found burned to a cinder and the team shows up. The truck contains his signature. Security guard confirms he showed an FBI badge. Blythe and Fitz meet with the governor about his event security plan. Evan gets a phone call informing her Molly had an overdose; she is seen in the emergency room finding her sister, who is unconscious on a ventilator. FBI agent Seth Lewis (Jefferson White) evidently tried to gain access to the task force's computers and they begin to investigate this person. He is also linked to assault rifle impoundment and the radio DJ. This man turns out to be Todd's ex-FBI partner and the man Todd found in bed with his wife. Todd is seen on the phone with his supervisor who tells him the task force wants to interview him about Seth. In the morning, Oliveras starts her car and her vents start smoking. A masked man is seen outside her car as she faints. Oliveras is seen later bound and gagged in a clothes closet. Todd then is seen driving in his truck with Oliveras on a windy road. He pulls over and start setting up his hunting rifle. He unties her. She sees his face. He then sets her loose in a meadow while he takes aim with his rifle on her back.
