Whilst on a train with his two small children, ex-soldier David Budd, a veteran of the War in Afghanistan, successfully thwarts a suicide bomber. Arriving in London, he is appointed as bodyguard to Home Secretary Julia Montague, who has a brutally direct anti-terror policy. She is grateful to David for his action and opens up about herself, but David's domestic life is not ideal, and Chanel, a former employee whom Julia has sacked, is out for revenge. Meanwhile, David has a secret that he keeps from his charge.

With the UK terror threat level raised to severe, Home Secretary Montague holds secret meetings with the Director General of the Security Service, side-stepping her own Minister for Counter Terrorism and the Police. Specialist Protection Officer Budd is on high alert as Secretary Montague's hard-line stance on national security propels her further into the public eye. With his home life becoming more difficult, it appears as if Budd's natural animosity towards the Home Secretary is beginning to fade.

Now having sex with Julia, David withholds from police the fact that the dead sniper was his disgruntled ex-colleague Andy, though the authorities question how Andy knew of the route Julia was taking. David also discovers that Julia is having clandestine meetings, including one with the mysterious Longcross. Her proposed anti-terrorism bill, meanwhile, leads to mass protests and another attempt to kill her.

After the latest and deadliest bomb attack on Julia, David is questioned by the police and is comforted by estranged wife Vicky, who takes him in after a suicide attempt. Anne Sampson identifies civil servant Tahir as the bomber, killed in the blast, and his superior Rob McDonald is hauled in for questioning. David is suspicious that CCTV of Julia's meeting with Longcross has gone missing and is invited to interview Nadia, the unwilling suicide bomber from the train, but she is unable to link her terrorist husband to Tahir or any other suspects shown to her.

Police now dismiss Tahir as the bomber who killed Julia but, in identifying Andy as the failed sniper, suspect a connection with the real killer. David links Longcross to Nadia's terrorist husband and finds out that Julia was aware of the prime minister's past indiscretions, suggesting a government conspiracy to silence her, led by her ex-husband, chief whip Penhaligon. David is taken off the case but is approached, seemingly by accident, by Julia's sacked PR, Chanel, before making an important discovery in Julia's flat.

With the clock ticking and no one left who believes him, David attempts to prove his innocence, but the evidence against him begins to stack up.
