The Florida Ark-Lab space station is a joint project between the American and European space agencies, built to research autonomous life systems in space and the influence on Earth's climate and weather as part of the C.O.R.A. research program. The crew consists of scientist Max Marek and technician Billy Hayes. Marek already senses the danger posed by the experiments, which could destroy the population of entire regions. Hayes, on the other hand, considers the program to be one of the tasks he has to fulfill. A crisis in the Middle East is coming to a head. American and Russian naval forces are gathering in the Indian Ocean. When the command for a radiation maneuver comes from the ground station in Houston and Max checks the coordinates, he realizes that weather control technology is to be misused for military purposes.
