Spheeris interviews groups of 'gutter punks' and street punks living on the streets and in abandoned buildings in Los Angeles-people seeking freedom but trapped by alcohol and drugs. The film also features rare footage and interviews with the bands Final Conflict, Litmus Green, Naked Aggression, and The Resistance.
