Dean McConnell (Eric Roberts) has lost his job as an agent at the US Treasury. He persuades his son Jeremy (Kaj-Erik Eriksen) to go on a tour of the agency, but all he really wants to do is gently tell him that he wants to marry the tour guide Fiona (Cali Timmins) soon. However, Jeremy reacts jealously and wants nothing to do with Fiona's daughter Amy (Lisa Marie Caruk). Dean has no opportunity to reconcile them, as he suddenly runs into his ex-colleague and rival Quentin Darby (Jürgen Prochnow) again in the Ministry's vault. He too has been dismissed by the authorities and is in the process of robbing printing plates for new banknotes worth 100 million dollars with his gang. Dean courageously pursues Quentin's gang to the roof of the high-rise and, after a fierce gun battle, manages to prevent the robbers from escaping by helicopter. The helicopter goes into a spin, crashes into the building and explodes along with the loot. Meanwhile, on the roof of the building, gas flows from a damaged pipe and is ignited by a cigarette carelessly discarded by the gangsters. The fire rolls rapidly towards each other, blocking Fiona's group's escape route. The collapsing stairwell threatens to become a deadly cul-de-sac, but Fiona bravely takes the lead. Dean, who has now joined the group, contacts Federal Agent Walter Feign (Stephen Mendel), the head of the rescue squad. He learns that he has 15 minutes left before the two fires collide and trigger a gigantic explosion. He finds a way out at the last second, but is once again confronted by Quentin. A fierce final duel ensues.
