The Our Gang kids are preparing for a fishing trip they are taking tomorrow morning, specifically by bus to the East River. They figure that they better arrive early, which means taking the first bus of the day, or else the fish will not be biting. With the help of a policeman, the kids are able to meet that first bus. But their fishing trip may not happen unless they, the bus operators and the bus passengers can all get together to get the bus going.
