A young woman, Robi Ness ventures into a town that has been quarantined for an anthrax-like disease. She is seeking her parents and brother who had become stranded in the town. She quickly finds herself being pursued by a masked sniper and later befriended by a quirky old man named Snake who resolves to help her catch the sniper.
