On her way back from spring break, college sophomore Brenda Morgan stops for gas on a desolate highway in the middle of the night, when she is abducted by the I-70 kidnapper. Bound and drugged, she awakens in his lair, where she is savagely brutalized. After a desperate escape, she is found lying on the side of a dirt road, barely clinging to life... ...Jack Clay, Sheriff of a quiet little town in Diablo County, is informed by the FBI that Special Agent Carrie Wilson will be coming to town to take over the case. Agent Wilson arrives two days early, eager to begin her investigation. She tells Sheriff Clay that she has been after the kidnapper for years. As they follow the trail of clues together, Sheriff Clay notices that Agent Wilson seems to be taking the case very personally, and she informs him that she made a vow to the family of the first victim to bring the abductor to justice. Tensions rise as Sheriff Clay becomes more and more suspicious of Agent Wilson's true intentions. But when they discover that the kidnapper has another victim, the two find themselves united in a race against the clock. Heart-pounding tension culminates in a horrific confrontation, a frantic rescue attempt, and the revelation of a horrible secret.
