The film takes place in the early 1920s in the remote Siberian town of Dudari. Kostya Vorontsov's gang is brutalizing in its vicinity. The newly created Dudarevsky criminal investigation department should liquidate the gang. The film shows a dispute between trust in people and indifferent cruelty. A complex drama of characters unfolds before the viewer.
