When filming a new television episode Action Kamen is hurt badly by a villain that attacks him on the filming location making him unable to continue filming and he is replaced by his stunt double. Meanwhile in Kasukabe Shinchan and his friends reminisce their Action Kamen cards collection as Masao buys a new Chocobi packet containing an additional collectible card. Back home Shinchan watches the television show of Action Kamen and notices it is not the same actor. When Misae shuts off the tv Shinchan sees a villain distorting the tv signal. When dinner is about to be ready Hiroshi comes home and brings Shinchan an encyclopedia about Action Kamen. The next day Shin attends a closing ceremony on the last school day before the summer vacation begins. During the ceremony the children discuss the distorted image they saw on television. After the school day ends Shinchan joins Misae on the bicycle and after collecting the needed groceries Shinchan discovers a new candy store. There he buys a packet of Chocobi which contains a special card with the number 99. After Misae and Shin leave the candy store is turned out to be run by Action Kamen and his sidekick Mimiko. In the Riverside Park Toru and some other children discuss the rarity of the 99 card which Shinchan now has and proudly shows. Back home Misae and Hiroshi decide to go to the beach tomorrow. In a traffic jam Hiroshi decides to take a shortcut and they arrive at the beach soon. There they find something that is described as a theme park. When entering an attraction Misae, Hiroshi and Shinnosuke end up fainted. After waking up they are tired out and make their way back home. The next day they find Kasukabe in a strange state and a car drives by which is damaged by two villains which are defeated by a girl. The girl introduces herself as Ririko who looks exactly like Action Kamen's sidekick Mimiko and also claims to be the sidekick of Action Kamen. She is accompanied by a scientist called Kitakasukabe. In Shinjuku, one of Tokyo's suburbs, a villain called Haigure Mao hides with his accomplices Baron Bikini Thong Man and the three Bellyband sisters. The city of Tokyo is under attack by aliens which keep the people enslaved. In the Nohara residence Ririko explains that Action Kamen from the television show really exists in her dimension and that there are two dimensions that look alike. Ririko's last name is Sakurada and she is the twin sister of Mimiko. Accidentally Shinchan swallows the Action Stone which was disguised as a wrapped candy. Without the Action Stone Action Kamen cannot return to his dimension and the Noharas cannot return to their dimension. The school bus arrives late with Enchou and Midori inside. With them the Noharas leave to Kitakasukabe's laboratory after running into a fleeing Ume on the street. In the laboratory they are attacked by the aliens which intrude the building. Only Misae, Ririko, Shinchan and Shiro make it out unharmed. Ririko leads Shinchan to a futuristic tricycle and Shiro is attached to a helmet which can make it talk. After Shinchan makes it up in the sky he is chased by the villains. Baron Bikini Thong Man is defeated and when the Bellyband sisters' flying vehicles are destroyed Shinchan saves their lives which gives them a different perspective on humans. When his own flying tricycle is destroyed he has to walk to Haigure Mao's palace. There he finds the villain and by accident manages to transport Action Kamen to the palace. Haigure Mao challenges Action Kamen to multiple contests to settle the war. Although Haigure Mao tries to flee his fate Action Kamen still convinces him to leave earth.
