Spoof of 1920s gangster pics with all-kiddie cast is interesting idea that loses steam before the fade. Why? Big problem is parody can only be really amusing played (and cast) pretty straight. Kids lack ability to put sin and sex element across (some scenes feel positively pedophilic); only Foster seems able to bring up the requisite toughness. Things aren't helped by Paul Williams's limp score.
