Terrorist group Black September is planning an attack on the United States. Key to this plot is a disgruntled, disillusioned former US Navy pilot and a woman known simply as Dahlia. The two set their plans in motion but hot on their heels is a dogged, resourceful Israeli Intelligence officer. They manage to stay one step ahead of him but a climactic encounter is inevitable, an encounter with tens of thousands of lives at stake.
