The Los Angeles County District Attorney's Office has decided not to file charges against Paris Hilton for allegedly stealing her sex tape from a West Hollywood newsstand. The case was dropped for "lack of sufficient evidence," which is odd since Celebrity Justice had the whole thing on tape.
