Franchi and Ingrassia are two would-be thieves who get trapped by some foreign spies when they break into a villa. One of the spies plants a phony formula for a secret weapon in the teeth of one of the bumblers, and a madcap chase ensues. The spies let the enemy know that Franchi and Ingrassia have the "real" formula. As it turns out, they do have it, and the chase intensifies.
