Braxton (Sam Jones), whose investigation of the murder of his brother (Nick Cassavetes) lands him in the middle of a plutonium-smuggling caper masterminded by arms dealer Simon Stone (former TV western star John Russell). In the course of his adventures, Braxton falls for a beautiful female lawyer

played by former Miss America Vanessa Williams. All the cliches of the low-budget action film are in place: cars blowing up in billows of orange flame, slow-motion karate moves, death scenes with bloody wounds from spraying automatic weapons. Only great vitality in the actors' performances can

redeem such low-budget thrillers, but here the dramatic efforts are badly guided, and the total effect is one of stupefying dullness.
