New to prison, winsome Sarah Sands (Stephanie Ann Smith) is the rebellious ex-moll of Carlos Vega (K. Phillip Anthony). Vega is an unlikely combination of drug kingpin and fashion designer. Sarah has hidden a codebook with damning evidence against Vega, and he uses all his influence within the pen

to torment the girl into giving it up. The F.B.I. also wants that codebook, and has sent Special Agent Danielle Peters (Wendi Westbrook) under cover as a fellow con, to protect and befriend Sarah. During a prison transfer, however, Sarah is shot and killed by ambushing Vega goons. Taking this

setback very personally, Danielle joins with tough prison guard Tina (Barbara Niven) and agent-turned-supermodel Jennifer (Sai Tyler) to raid Carlos' compound. The sexy avengers keep screwing up their self-styled mission, however, and have to be rescued repeatedly by federal agent Jerry (Jon

Asher), who solves the mystery of the missing codebook and smashes Carlos' operation, no thanks to the action heroines.

At least the second portion of UNDER LOCK AND KEY can boast camp value, whereas the opening jailhouse segment dwells depressingly on sadistic sleaze and voyeurism in a penitentiary where "maximum" and "minimum" refer not to security but to the age of 30 and the C-cup, respectively; both are

exploited via incessant shower scenes and nude physical exams. Performances seem dispirited, to say the least, and the uneven, sometime inaudible sound quality confirms the grindhouse level of the material.(Violence, sexual situations, extensive nudity, profanity.)
