Academy chief Lassard (George Gaynes) decides that putting the public to work in neighborhood watch programs might supplement his hard-working charges. To that end, he asks for average citizens to step forward and be trained by his staff, led again by Mahoney (Steve Guttenberg). As the cops train the civilians, the evil Captain Harris (G.W. Bailey) plots to get Lassard's job. Director Jim Drake keeps things moving so quickly, one barely has time to notice just how stale the jokes here are.
