"The Little Tough Guys," introduced by Universal the year before in response to the popularity of "The Dead End Kids," here get in the middle of a circulation war between rival newspapers. Cooper leads the gang and he's grateful to the Globe because it took him into the title home when his sheriff father was murdered. Barrie has inherited the paper and her mismanagement has brought it to the brink of bankruptcy. Cooper helps her draw readers from the rival Star and avenges his dad's death in the process, since the muscle behind the other paper's nasty tactics is none other than the killer of Jackie's father. The inane plot is made a little more palatable by nonstop action, but overall it's old news.
