A fictitious country, Casinaria, depends on gambling foreigners to support its economy and finds itself on the verge of bankruptcy. Queen Mellot lures financier Dearly to her country, intending to marry him to her daughter (Saint-Cyr), although the girl loves Noguero, leader of the

national band (whose entire repertoire consists of the national anthem played in a variety of tempos). Dearly is appointed dictator and suffers a blow to the head, resulting in some very strange behavior. Saint-Cyr elopes with Noguero and Dearly ends up engaged to the queen before revealing that

he is not the millionaire he pretended to be. A major letdown after his earlier successes, this Clair offering provoked riots in France, then in the midst of a wave of conservatism (provoked by the rise of Hitler next door). Although a flop in its native country, the film became a big success in

the USSR and Japan. Worth seeing for a number of funny scenes revolving around the collapse of the nation's currency. Clair had originally contracted with Tobis (Les Films Sonores) to make the film, but the German-owned French company rejected his script for obvious reasons; the finished film was

banned in Mussolini's Italy and Hitler's Germany. Some of the funniest scenes in the film have to do with the terrible economic conditions of the day in those Depression-torn countries. A farmer pays a waiter for his dinner with a hen and receives as change two chicks and an egg; he leaves the

latter as a tip. In another scene which presaged the later craze for aerobic exercise, mad dictator Dearly decrees that all citizens must run for hours around the public square. After this film Clair left France and made the wonderful THE GHOST GOES WEST in England and several excellent features

in the US (AND THEN THERE WERE NONE and I MARRIED A WITCH among them) before returning to his homeland after the war.
