Veteran genre personalities trudge unenthusiastically through this collection of action movie cliches. Decades ago, the devilish Russians stole a bio-toxin called Agent Red that US scientists deemed too unstable to use. Now the Cold War is only a memory, the new Russian regime offers to fork over the bio-weapon. Could their willingness to give it up have something to do with the fact that accidental exposure to this viral disaster wiped out an entire village in 12 minutes? With Marine Commander Matt Hendricks (Dolph Lundgren) in charge of security and Dr. Linda Christian (Meilani Paul) in charge of the biohazard, Agent Red heads for America aboard the USS submarine New Orleans. As a precaution, a second sub, the USS Indiana floats nearby and the USS aircraft carrier Thomas Jefferson stands ready to deflect trouble by air. Despite these safeguards, Soviet terrorists Dr. Kretz (Alexander Kuznetsov) and his sidekick, Nadia (Natalie Radford), infiltrate the Agent Red transport. The overweening Kretz plans to make an aggressive political statement by loading the biotoxins onto the sub's missiles and launching them toward Manhattan and Moscow. Because Kretz gasses the crew, but Matt was inoculated against Agent Red and Linda was wearing a gas mask, so they survive. Unfortunately for them, the President gets wind of the trouble aboard the New Orleans and orders the Indiana to sink it.

Can Linda and Matt prevent Kretz's genocidal strike and escape with their lives? The hot button topic of bio-warfare gets crushed in this trash compactor of a maritime adventure. The thickly accented extremists and trigger-happy military are all-too familiar to fans of terrorist flicks, who would do well to give this recycled mishmash a pass.
