In a world where superheroes have been real for decades, an accountant with mental health issues and zero powers comes to realize his city is owned by a global super villain long-thought dead. As he struggles to uncover this conspiracy, he falls in league with a strange blue superhero.

When The Tick is cited for operating without a superhero license, Arthur offers to help him apply. But when he has no memory of his past or his real identity and the license is denied, Arthur must help The Tick uncover his true identity. Meanwhile, after seeing all the media coverage being given to The Weasel, Batmanuel decides to hire a PR firm. And tired of fending off romantic overtures sparked by her superhero costume, Captain Liberty is intrigued when a handsome stranger asks her out on a date when she's not in uniform. While everything from fingerprints to DNA fails to uncover anything, word from the police that a woman claiming to be his wife produces the first concrete lead in the search for The Tick's identity. And when the woman claims he is her missing husband, Ted Glick, Arthur accuses The Tick of deceiving him and then decides to return to life as an accountant. Meanwhile, Batmanuel warns Captain Liberty against keeping her superhero identity a secret from her new suitor. With the help of some family photos, the woman works to help The Tick remember his life as her husband. When Arthur realizes that her story is an elaborate ruse, he enlists Captain Liberty in an effort to save The Tick. And while he isn't any closer to knowing who he really is, The Tick happily returns to his life as Arthur's crime fighting partner, albeit with a fake license. Finally, as exposing her superhero status costs Captain Liberty her new boyfriend, Batmanuel's efforts at getting some good publicity backfire.
