Ted Bronson (MITCHELL RYAN), a San Francisco entrepreneur, offers a $1 million reward to the country's best bounty hunters, including Bobby Sixkiller, Cheyenne Phillips, and their partner, renegade cop Reno Raines, to find Rikki Yeager (ELIZABETH GRACEN), an executive who stole an experimental microprocessor. As the hunters outmaneuver each other competing for the bounty, Reno captures Rikki in the Mexican desert after she escapes from a bottle factory. Reno arranges to deliver Rikki to Bronson's security chief, Timothy Macy (LARRY MANETTI), at a small Mexican airport. However, to earn part of the bounty for himself, Macy secretly partners with Mitch Randolph (JAIME CARDRICHE), one of the other hunters, and tells him to ambush Reno at the airport and retrieve Rikki. When Chuck Woodley (LINDSEY GINTER), a psychotic bounty hunter, learns of this plot, he murders Randolph and hurries to the airport, reluctantly accompanied by Randolph's other partner, Scott Sain (ROBERT LaSARDO).

As Reno awaits his pending appeal for the murder of police officer Buzzy Burrell, he is transferred to Paso Perdido Penitentiary where he finds himself in danger from the prisoners as well as the law. Unbeknownst to Reno, his cellmate, Rock Duseau, has agreed to eliminate Reno due to a blackmail scheme by Lieutenant Dutch Dixon. When Reno saves Rock during a prison yard fight, the inmate feels compelled to defy Dixon and instead asks Reno to join him in an escape attempt. Using a staged riot to distract prison guards, Reno escapes with Rock's gang, leaving Dixon to track Reno down and extract his warped sense of justice.
