“Carrie's War,” an entrancing tale of a 14-year- old (Keeley Fawcett) and her younger brother (Jack Stanley), evacuated during World War II from England to Wales, where they encounter the dour Mr. Evans (Alun Armstrong), his widowed sister, Mrs. Gotobed (Geraldine McEwan), and her housekeeper, Hepzibah (Pauline Quirke), who's rumored to be a witch.
